Consent Agenda <br />• Removal of Any Items from Consent Agenda <br />Items f and g were pulled by Commissioner Gordon, and item h was pulled by <br />Commissioner Price from the consent agenda for discussion. <br />• Approval of Remaining Consent Agenda <br />A motion was made by Commissioner Pelissier, and seconded by Commissioner Rich to <br />approve the remaining items on the consent agenda. <br />VOTE: UNANIMOUS <br />a. Minutes <br />The Board approved the minutes from February 27, March 18 and April 1, 2014 as submitted by <br />the Clerk to the Board. <br />b. Motor Vehicle Property Tax Releases /Refunds <br />The Board adopted a resolution, which is incorporated by reference, to release motor vehicle <br />property tax values for thirteen (13) taxpayers with a total of fifteen (15) bills that will result in a <br />reduction of revenue in accordance with NCGS. <br />C. Property Tax Releases /Refunds <br />The Board adopted a resolution, which is incorporated by reference, to release property tax <br />values for four (4) taxpayers with a total of eight (8) bills that will result in a reduction of revenue <br />in accordance with North Carolina General Statute 105 -381. <br />d. Consolidated Housing Plan Annual Action Plan /HOME Program <br />The Board adopted a resolution, which is incorporated by reference, approving the FY 2014- <br />2015 Consolidated Housing Plan Annual Action Plan; adopting and authorizing the Chair to sign <br />a Resolution approving the proposed HOME Program Activities for 2014 -2015; and authorizing <br />the Manager to implement the HOME Program as approved by the BOCC including the ability <br />to execute agreements with partnering non - profit organizations after consultation with the <br />County Attorney. <br />e. Application for North Carolina Education Lottery Proceeds for Orange County <br />Schools (OCS) and Contingent Approval of Budget Amendment # 7 -A Related to OCS <br />Capital Project Ordinances <br />The Board approved an application to the North Carolina Department of Public Instruction <br />(NCDPI) to release funds from the NC Education Lottery account related to FY 2013 -14 debt <br />service payments for Orange County Schools, and to approve Budget Amendment #7 -A <br />(amended School Capital Project Ordinances), contingent on the State's approval of the <br />application. <br />i. Joint Resolution Amending the Hillsborough- Orange Interlocal Land Management <br />Agreement for the Central Orange Coordinated Area <br />The Board approved a resolution, which is incorporated by reference, amending the <br />Hillsborough- Orange Interlocal Land Management Agreement to reflect the intent to continue <br />
