He said this money is also needed for post closure monitoring <br />2 of landfills. <br />3 Jan Sassaman said it is time to put this in the hands of the Solid Waste Management <br />4 staff. <br />5 <br />6 Commissioner Gordon referred to the solid waste convenience centers. She said her <br />7 understanding is that the solid waste convenience fees only pay for 25 percent of the total. She <br />8 said she understood that the original intention was that there would be a 4 year program to <br />9 increase the fees to cover more. She asked how much money is coming from the general fund <br />10 to subsidize the convenience centers and if there is any more money coming from the general <br />11 fund to subsidize any aspect of solid waste. <br />12 Gayle Wilson said the $1.85 million is contributed from the general fund this year, and <br />13 about the same amount will be proposed for next year. He said this equals about 25 percent. <br />14 Commissioner Gordon said she would like to know what fees would be needed. <br />15 Gayle Wilson said the plan was to increase the fee over time and reduce or eliminate <br />16 the general fund contribution. <br />17 Commissioner Gordon asked staff to come back with the fee structure that would be <br />18 needed to make up the shortfall to eliminate a general fund contribution to the convenience <br />19 centers. She said if you look at the statutes presented by John Roberts, you are allowed to <br />20 charge for expenses. <br />21 John Roberts said he and the manager have had the discussion on funding, including <br />22 how to address the fees for the convenience centers. He will talk about this at the work <br />23 session. <br />24 Commissioner Dorosin asked if the plan is to continue talking about recycling separate <br />25 from solid waste. He feels like these things are on two separate tracks. <br />26 Chair Jacobs said that is not accurate. He said the first part of the work session will talk <br />27 about the parameters of the inter -local agreement, and this includes everything from recycling <br />28 to transfer stations. He said once those questions are answered, there will be conversations <br />29 about some of the shorter and longer term issues. <br />30 John Roberts said town and County staff have negotiated a draft interlocal agreement. <br />31 He said it is comprehensive and addresses all types of waste issues in Orange County. He <br />32 said this will be ready for review at the next work session. <br />33 Chair Jacobs said there may need to be an additional assembly of governments <br />34 meeting just to discuss solid waste. <br />35 Michael Talbert said item 7 -f is 66 pages long.
