Approval of Purchase of Fourteen (14) LIFEPAK Cardiac Monitors /Defibrillators <br />and Budget Amendment #7 -113 <br />The Board approved the purchase of fourteen (14) LIFEPAK cardiac monitors /defibrillators and <br />Budget Amendment #7 -B. <br />I. Renewal of Interlocal Agreement for Little River Park (Durham County) <br />The Board approved renewal the interlocal agreement governing the operation, management <br />and budgeting /financing for Little River Regional Park and Natural Area, a joint park with <br />Durham County and authorized the Manager to sign. <br />• Discussion and Approval of the Items Removed from the Consent Agenda <br />f. Legal Advertisement for Quarterly Public Hearing — May 27, 2014 <br />The Board considered approval of the legal advertisement for items to be presented at the joint <br />Board of County Commissioners /Planning Board Quarterly Public Hearing scheduled for May <br />27, 2014. <br />Commissioner Gordon referred to page 2 of the abstract. She said this listed a <br />minimum of 8 BOCC -only public hearing dates a year. She suggested that a minimum of 7 <br />public hearings would be more appropriate, due to staff advisement that there were just seven <br />months during the year when they would recommend that hearings be held.. She said more <br />could always be added if needed. <br />A motion was made by Commissioner Gordon to approve the notices of joint public <br />hearing as stated, with replacement of "minimum of 8 meetings" to read "minimum of 7 <br />meetings." <br />Commissioner Dorosin suggested that it read "a maximum of 8." He said this would <br />avoid boxing the Board in to a minimum number. <br />Chair Jacobs suggested the use of the word "approximately ". He said this would <br />recognize that this is not a number that is set in stone, and it would not bind the Board to any <br />specific number. <br />Perdita Holtz pointed out that the Commissioners are arguing the text amendment <br />instead of the content of the legal advertisement. She would argue for the use of the word <br />"approximately" so that a discussion can be had regarding the pros and cons of a minimum or <br />maximum. She said the Board will have to specify a number of public hearings each year when <br />the calendar is done, so that deadline dates can be established for applications. <br />Commissioner Rich questioned why a number has to be attached at all. <br />Perdita Holtz said the UDO currently states that there will be 4 quarterly public hearings. <br />She said the text of the UDO amendment does say a minimum of 8, but this can be changed <br />after discussion at the quarterly public hearing, if this is what the Board wants. <br />Commissioner Pelissier said the point is to have a public hearing to see what the public <br />says about the number before making a decision. <br />Commissioner Gordon said these quarterly public hearings were primarily for land use, <br />zoning, and text amendments. She said these weren't the only public hearings that were held <br />and this designation was just to give a specific time, but there were other public hearings for <br />other topics. <br />
