<br />The Board of Commissl one rs for the County of Orange, met 1n regular
<br />session at 10 o'clock A. M., Monday, M¢y 7, 1951, in the Commissioners' Room
<br />at the Courthouse Sn Hillsboro, the usual place of meeting.
<br />Present: Collier Cobb, Jr., Chairman; R. 0. Forrest and Sim L. Efland, -.~

<br />The minutes of the April meetings wore read and approve d.
<br />A delegation from Cheeks Township, headed by Mr. J. H. Craven appeared
<br />and requested that e road, running from Efland to Chestnut Ridge Church be
<br />straightened and hardsurfaced. Tha Hoard suggested that it ask the Highway
<br />C ortm+i sai on to make a survey of this road.
<br />Mr. H. 5. Hogan and Mr. Joe Howard, Members of the Board of Public Ylelfere
<br />appeared and presented their 1951-52 budget requests, ceiling for an aporopri-
<br />atlon from the County of 546,336.30. IQo action was taken.
<br />Upon motion of Commissioner Fo rtes t, duly seconded by Commissioner Efland,
<br />the 1951-52 budget for O.A.A., A.D.C. and A.P.T.D, was tentatively approve d.
<br />Orange Covnty's share as follows: O.A.A. - 511,250.00; A.D.C. - $7,020.00;
<br />and A.P.T.D. - 51,980.00.
<br />Upon motion of Commissioner Efland, seconded by Commissioner Forrest, the
<br />1951-52 Aid to Blind budget of $1,298.40, was approved.
<br />Miss Virginia Cathay, Aasis tent Home Demonstration Agent, tendered her
<br />res ignetion, effective es of Ltay 31, 1951. The Hoard eznra esed regrets as to
<br />her leaving Orangs County, but wished her much success in her new undortalsings.
<br />Upon motion of Commissioner Forrest, seconded by Commissioner Efland, the p-
<br />•pointmeivtof hfiss Dorothy Parrish to succeed Miss Cathey wes unnnimously approved
<br />Mr. Don S. ldathe son, County F¢rm Agent, and Mr. Ed Barnes, his Assistant,
<br />appeared end made a very fine report on the work being done through their
<br />organization. _
<br />IIpon motion of Comnis~i oner Forrest, duly seconded by Commissioner Efland,I
<br />the appointment of J. L. Rosamond es County ElectrS cal Inspector, is hereby _
<br />approved.
<br />Mrs. Douglas Devi s, Librarian, for the Hyconeechee Regional Library,
<br />presented her 1951-52 budget tea ue sta. No action wes taken.
<br />Upon motion of Commission_r Forrest, duly seconded by Commissioner Efland,
<br />Afr. Archie Royal Davis, Architept, Ss hereby authorized to cell for bids on
<br />the Structure) Steel to ba used in the 6uildtng of the proposed Orange County
<br />Courthouse. Rids to be received hero, in Hill sbe ro, on Liay ,71, 1951, at
<br />2 o'clock P. M.
<br />Upon motton of Commissioner Forrest, seconded by Commisslaner Efland,
<br />John Willis Atkinson is hereby granted 537.00 per month, as an Aid to Blind
<br />grant, provided he is unable to obtain work.
<br />It was brought to the attention of the 3o¢rd that it was its duty to ep-
<br />noint three members to the Zoning Hoard of AdJ us tment of the Town of Chapel
<br />Hill, s+i th their terns of office running one, two end three ye era respectively.
<br />Now, therefore, anon motion of Commissioner Efland, seconded by Commission r
<br />Forrest, and bye unanimous vote, the following. appointments were mnde:
<br />Dr. Clarence Heer _ One Year
<br />Mra. Harold Ylal tars -Two Years
<br />idr. R. M• Grumman -Three Years.
<br />Upon motion of Commissi oner Eflnnd, seconded by Commissioner Forrest, it 1
<br />hereby ordered that Y1. R. Roberts be paid 52l~0.00 per year, to be used for
<br />Janitor service at the Sail. Said amount to be paid at the rate of $20.00 per
<br />month.
<br />Mr. Jack B. Cliff presented a na tition ceiling for tY..a hardsurfacing of a
<br />road running from Blackwood Station to Murphy School. The Clerk to the Boerd ~
<br />ems ordered to notify L4r. Cliff, that all allotted mileage for ha rdsurfacing -~
<br />roads Sn the county had previouslg been approve d.
<br />It was brought to the attention of the Board that there were outstanding
<br />end unpaid bill sL including the attorney fees of hii tch ell & Pershing, in the ,
<br />total amount of ?2,149.26, incurred in connection with the authorization of
<br />$1,000,000 Schoolbuilding bonds, $15,000 Schoolbuilding bonds and 5250,000
<br />Courthouse bonds and for the issuance of bond anticipation notes and School-
<br />building bonds to date. It was stated that the currant budget appropriation
<br />for ant lc inated interest an Schoolbuilding bonds is 56,750.00. It further
<br />appeared that accrued interest on such bonds and anticipation notes now
