Chair Jacobs invited discussion regarding Item #1 - Revenue Options for Local <br /> Government. He said this states that any revenue source available to one or more local <br /> governments should be available to all local governments. <br /> A motion was made by Commissioner Pelissier, seconded by to Commissioner Price to <br /> approve keeping this as part of their legislative agenda. <br /> Commissioner McKee said this would authorize the Board of County Commissioners to <br /> impose a transfer tax, which failed several years ago with the voters. He feels that any taxing <br /> authority of that magnitude should go back to the voters. <br /> VOTE: Ayes, 6; Nays, 1 (Commissioner McKee) <br /> A motion was made by Commissioner Pelissier, seconded by Commissioner Rich to <br /> approve the legislative agenda packet with the two additional items. <br /> VOTE: Ayes, 6; Nays, 1 (Commissioner Dorosin) <br /> Chair Jacobs said the Board now needs to decide on 3 to 5 priorities to move forward <br /> for discussion with their legislative delegation. <br /> Commissioner Pelissier suggested #5 -Smart Start and More at Four. <br /> Commissioner Dorosin argued for highlighting the most progressive elements of the list <br /> as follows: <br /> • #5 Smart Start and More at Four <br /> • #3 Broadband <br /> • # 8 Authority to Amend the Orange County Civil Rights Ordinance <br /> • # 13 Homestead Exemption <br /> • #16 Concealed Weapons in Parks <br /> Commissioner Gordon suggested #11 - Land, Water and Agricultural Preservation <br /> Funding/Conservation. <br /> Commissioner McKee suggested #2 — Oppose any shift of State Transportation <br /> responsibilities to counties. <br /> Commissioner Price agreed with Commissioner Dorosin. She said the NCACC will <br /> already be doggedly after item #2. <br /> Commissioner McKee said item #2 has an unmatched financial impact. He said this <br /> item would affect every aspect of Orange County, as the additional responsibilities will pull <br /> money from other projects. <br /> Commissioner Gordon said some of the most progressive items don't have a chance to <br /> pass, and she feels there needs to be a balance between making a statement and putting <br /> forward items that have a chance of passing. <br /> Commissioner Price asked if the Board is presenting the whole package to the <br /> delegation and then discussing 5 in detail. She would like to let the delegation know which of <br /> these are important. <br /> Chair Jacobs said there is no magic number. He is comfortable with the all of the 7 that <br /> have been identified. He said the Board will discuss those 7 items and any others as time <br /> allows.
