NO PUBLIC COMMENT <br /> A motion was made by Commissioner McKee, seconded by Commissioner Gordon to <br /> add the following items to their legislative agenda: RESOLUTION REQUESTING <br /> LEGISLATIVE ACTION ON COAL ASH IN N.C. <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner McKee, seconded by Commissioner Gordon to <br /> add the following item to the legislative agenda: proposed legislation authorizing counties to <br /> require county residents to participate in solid waste collection programs conducted by <br /> counties. <br /> Commissioner Pelissier said NCACC staff is considering whether or not this has to be a <br /> public bill. She said the County's original intent was to make it a local bill. <br /> John Roberts said he was told this had to be submitted as a statewide bill. He cannot <br /> say this is 100 percent accurate, but it would have a better chance of getting passed as a local <br /> bill. <br /> Commissioner Pelissier suggested that the Board could find out the answer to this <br /> question. She said it would be best if this was a local bill rather than state bill. <br /> Chair Jacobs said this can be discussed at the upcoming meeting with the legislative <br /> delegation. <br /> Commissioner Dorosin said he is not going to vote to include this because he believes <br /> the County has this authority under the existing legislation. He asked that this one item be <br /> voted on separately. <br /> Commissioner McKee said he would consider this as friendly amendment. <br /> Commissioner Gordon questioned how this would work if the Commissioners vote to <br /> pass it as part of packet, versus separately. She asked if the packet as a whole will be given <br /> to the legislative delegation. <br /> Chair Jacobs said these are the County's priorities, and the NCACC priorities are only <br /> attached for reference. <br /> Commissioner Gordon asked if everything but attachment 3 would be included. <br /> Chair Jacob said page 17 is noted to be only for reference purposes. <br /> Commissioner Gordon confirmed that the packet ends at page 16. <br /> Greg Wilder noted that Commissioner McKee has voted against option 1 in past years, <br /> and in the adopting resolution approved by the Board, separate votes on separate items have <br /> been noted. He said this will be part of the package. <br /> Commissioner Dorosin withdrew his friendly amendment. <br /> Commissioner Price said this is titled as solid waste, and she asked if this is actually <br /> about recycling. <br /> Chair Jacobs read the language and said this is just part of the nomenclature. He said <br /> the Board can give this a different title that specifies "participation in solid waste programs as it <br /> relates to recycling." <br /> VOTE: Ayes, 5 (Chair Jacobs, Commissioner McKee, Commissioner Rich, <br /> Commissioner Gordon, and Commissioner Pelissier); Nays, 2 (Commissioner Dorosin and <br /> Commissioner Price) <br />
