<br /> INTRODUCTION
<br /> Pursuant to our conversation on April 241h,our meeting on April 281h,and following conversation today,Volkert is pleased to submit
<br /> this proposal to provide Task A:Best Practices Investigations relative to how other counties in North Carolina and other states deal
<br /> with traffic impact,transportation infrastructure requirements,and implementation practices in economic development districts. The
<br /> following services will be provided by Volkert for Task A:Best Practices Investigations.
<br /> SCOPE OF SERVICES
<br /> Volkert will undertake the following sees,*s t-of Task A:Best Practices Investigations
<br /> • Investigate through internet research,telephone calls,and emails other counties in North Carolina and in other states
<br /> to determine how these counties deal with traffic impact,transportation infrastructure requirements,and
<br /> implementation practices for development projects in their counties,particularly in economic development districts or
<br /> similar economic development zones. Counties in North Carolina who will be researched include, but not limited to,
<br /> Mecklenburg County and Brunswick County. Volkert will investigate up to four(4)counties in order to get an
<br /> acceptable sample set.
<br /> • Volkert will prepare a brief DRAFT Technical Memorandum outlining the investigation process, methodologies,
<br /> counties analyzed,findings of these investigations,and recommendations to Orange County. Volkert will submit this
<br /> DRAFT Technical Memorandum via email in pdf format to Orange County for review and comment.
<br /> • Volkert will attend up to one(1)meeting with Orange County staff to review the findings and the DRAFT Technical
<br /> Memorandum.
<br /> • Upon receipt of Orange County's review comments,Volkert will make the appropriate modifications to address
<br /> Orange County's review comments and submit final,sealed Technical Memorandum via email in pdf format to Orange
<br /> County.
<br /> SCHEDULE &FEE
<br /> Volkert will undertake the aforementioned scope of services for a lump sum fee of$4,500. Volkert will begin work after receipt of a
<br /> fully executed Agreement and will submit the DRAFT Technical Memorandum within 14 calendar days following receipt of Notice
<br /> to Proceed. Upon receipt of Orange County's review comments,Volkert will make the necessary changes and submit the final,sealed
<br /> Technical Memorandum within 5 calendar days.
<br /> On behalf of Volkert,I want to personally thank you for the opportunity to submit this Proposal. If you find this Proposal
<br /> acceptable,we will be happy to enter into an agreement with Orange County. We can use our standard Owner-Engineer Agreement
<br /> or use an agreement developed by Orange County. If desirable,we will be happy to provide scope of services for Task B.Corridor
<br /> Conceptual Planning-Roadway Classifications/Cross Sections and Task C.Legal Ordinance Review/Recommendations.
