Recent development <br /> efforts in the Buckhorn EDD area have revealed the need for revisions to the Buckhorn <br /> EDD Access Management Plan (AMP) due to the presence of sensitive environmental <br /> areas. Additional work must also be done to ensure that the County's access management <br /> strategy is as technically and legally sufficient as possible with respect to requiring <br /> dedication and/or reservation and construction, and providing guidance to developers. To <br /> this end, revisions will need to be to done to the County's Unified Development Ordinance <br /> (UDO), and future roads in the EDD will be required to be incorporated in State and MPO <br /> transportation plans to ensure legal implementation and enhance possibilities for State <br /> project funding. Monies were planned for these activities in this current year budget. <br /> Three key categories of steps have been identified for addressing these issues: <br /> 1. Environmental Consulting Services to perform a series of environmental tasks in <br /> identified areas of the Buckhorn EDD. The purpose of this would be to assist staff in <br /> revising the proposed access routes in these areas with some certainty of viability <br /> and to provide legal support for implementation of the Buckhorn EDD AMP. <br /> Additionally, the environmental knowledge gained will assist in economic <br /> development marketing efforts and provide guidance to developers in these areas. <br /> Contract to complete this step was forwarded for routing on 5/2/2014 — <br /> FY '13 214 $31,650 <br /> 2. Transportation Consulting Services to perform a series of tasks to develop legally <br /> defensible criteria for requiring dedication and/or reservation and construction of <br /> roads in EDD. Task A of these services would be a Transportation Best Practices <br /> Investigation; Task B would be Corridor Conceptual Planning — Roadway <br />
