VOLKERT <br /> the efficiency of various improvements along Ala Moana Boulevard. The Pilot <br /> Program includes analysis prior to the opening of the new Hilton tower, <br /> converting the new access to a right-in/right-out, and then converting the new <br /> access to a full movement signalized intersection. Speck services included <br /> peak hour turning movement traffic counts at nine intersections, pedestrian <br /> volume counts, travel speed and delay using GPS technology, throughput time- <br /> space analysis, saturation flow rate determination, control delays, and 95th <br /> percentile queue length calculations. A detailed technical report was developed <br /> to clearly convey the findings of the study. Mr. Letchworth presented the findings <br /> of the 3-phased studies to the City of Honolulu and Hawaii State Department of <br /> Transportation. <br /> Town of Carolina Beach Traffic Circulation Study and Pavement Marking <br /> Plan, Carolina Beach, NC (2008-2009)— Project manager responsible for the <br /> townwide traffic circulation study. The goal of the study was to identify <br /> operational and roadway improvement recommendations so U.S. 421 (Lake Park <br /> Drive) could be reduced from a 4-lane undivided thoroughfare to a 24ane median <br /> divided facility. Integrating the recommended land use changes with the <br /> transportation improvement plan was essential. Specific services performed <br /> included peak hour turning movement traffic counts, capacity analysis using <br /> SimTraffic and Synchro 7.0, intersection, roadway, traffic calming, streetscape <br /> improvement recommendations, and on-street parking recommendations. <br /> Lewisville Williams Road Traffic Study, Forsyth County, NC (2007-2008)— <br /> Project manager responsible for detailed traffic analyses and conceptual design <br /> of the western portion of a one-way loop in the downtown area of the Town of <br /> Lewisville. This analysis also considered the future operations of the Williams <br /> Road/U.S. 421 interchange and recommended future alternatives to handle the <br /> projected 20-year traffic. <br /> Hilton Hawaiian Village Transportation Simulation Study, Honolulu, HI <br /> 2005-2006 —Served as project designer responsible for development of <br /> ( ) P j 9 <br /> Synchro and SIMTRAFFIC simulation model and traffic operation optimization for <br /> a 1.5-mile-long section of Ala Moana Boulevard in Waikiki Beach. The study area <br /> included numerous unsignalized and signalized intersections along this primary <br /> thoroughfare in one of the busiest parts of Honolulu. Other services provided <br /> include peak hour traffic counts, travel time, speeds, and delay studies using <br /> GPS technology, street widening and turn lane recommendations, context <br /> sensitive solution recommendations, pedestrian mobility analysis and <br /> recommendations, transit services analysis and recommendations, report <br /> preparation, and presentations to HDOT, City of Honolulu, and citizen interest <br /> groups. <br /> Parallel Road Traffic Study, Lewisville, NC (2005)— Project designer <br /> responsible for helping the Town of Lewisville determine the viability of a one- <br /> Letchworth, William E.
