12 <br />• Special Use Permit <br />• Public Hearing <br />• Decided on a case -by -case basis with public input ( "evidence ") <br />• Rezoning to new conditional district (ASE -CZ) <br />Conditional Zoning Districts <br />• Allow projects to be considered on a case -by -case, site - specific basis <br />• Rezoning (legislative process) with public hearing <br />• Acknowledges that there are places where a specific type of use may be <br />appropriate whereas it would not be in a different site - specific situation <br />• BOCC has final decision on whether a proposed use(s) is compatible with <br />surrounding uses <br />• Mutually agreed upon conditions can be imposed as part of the approval <br />process <br />• Allows tailoring of project to a specific site <br />Use - Specific Standards <br />• Proposed uses to be added have use - specific standards that must be met <br />• Address issues such as: <br />• Additional setback requirements <br />• Access to a major road <br />• Hours of operation or of special events <br />• Groundwater usage <br />• Minimum lot size <br />• Screening of outdoor storage areas <br />• Location of parking areas <br />Tonight's Amendment Topic <br />• Joint Planning Land Use Plan and Agreement <br />➢ Ultimately, the decision to be made is whether the governing bodies would like to <br />allow for the possibility of agricultural support uses in the Rural Buffer or whether <br />any development in the Rural Buffer should continue to be primarily for only <br />exempt agricultural uses and residential development on large lots <br />Recommendation for Tonight <br />1. Hear public comment on the proposed amendments to the Joint Planning Land Use Plan <br />and Agreement. <br />2. Close the public hearing. <br />3. Refer the matter to the local governments for decision in accordance with the following <br />schedule: <br />a. Orange County <br />Orange County Planning Board for recommendation — May 7, 2014 <br />Board of County Commissioners for possible action — June 3, 2014 <br />b. Chapel Hill <br />Chapel Hill Planning Board for recommendation — May 6, 2014 <br />Town Council for possible action — June 9, 2014 <br />c. Carrboro <br />Carrboro Planning Board for recommendation — May 1, 2014 <br />Board of Aldermen for possible action — June 3, 2014 <br />Perdita Holtz noted that the rural buffer does encompass over 30,000 acres in total. <br />
