1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 3, 2014 <br />Action Agenda <br />Item No. 6 -d <br />SUBJECT: FY 2014 -15 Home and Community Care Block Grant for Older Adults Funding <br />Plan <br />DEPARTMENT: Manager's Office <br />ATTACHMENT(S): <br />Recommended Funding Plan <br />PUBLIC HEARING: (Y /N) No <br />INFORMATION CONTACT: <br />Cheryl Young, Assistant County <br />Manager, 245 -2307 <br />Janice Tyler, Department on Aging, 245- <br />4255 <br />PURPOSE: To approve the recommended Home and Community Care Block Grant (HCCBG) <br />for Older Adults Funding Plan for FY 2014 -15. <br />BACKGROUND: In 1992 the Home and Community Care Block Grant (HCCBG) was <br />established under North Carolina General Statute (NCGS) 14313-181.1 (a)(11) to provide a <br />"common funding stream" for a comprehensive and coordinated system of home and <br />community -based services and opportunities for older adults. HCCBG services are available to <br />persons age 60 and older and targets individuals in need of social and economic resources. <br />Administered through the NC Division of Aging and Adult Services and the Area Agencies, <br />HCCBG combines federal and state funds with a local match. Providers typically use a variety <br />of sources to offer programs such as senior centers, in -home aid services, volunteer <br />coordination, and congregate meals. The Block Grant gives boards of county commissioners <br />discretion in budget and administering aging funds. <br />The State recently confirmed $562,848 as the Orange County planning estimate for FY 2014- <br />15, an increase of 14% from FY 2013 -14. This increase is a result of the redistribution of <br />Region J's allocation based on changing demographics in the counties. Orange County <br />received additional funding due to its increasing population of persons age 60 +. <br />A technical advisory committee of HCCBG fund recipients — Aging, Social Services, and Senior <br />Care of Orange County, Inc. — convened by the Assistant County Manager — met to review <br />program status for FY 2013 -14 and develop a recommended Funding Plan for FY 2014 -15. <br />Social Services and Aging will continue to provide "In -Home Aid Services" under Block Grant <br />stipulations and consistent with mandates for seniors at -risk for placement in long -term care. <br />
