24 <br />1 Matthew Jackson said the business model is that these will be funded on public land, <br />2 but they will be for sale on private land. He said as the penetration of electric vehicles <br />3 increases, there will have to be thousands of these chargers. <br />4 Commissioner Price asked how much a charger costs. <br />5 Matthew said the units at the parking deck sell for about $3500- $5000 with installation. <br />6 He said the units he sells are between $5,000 and $10,000, and the DC fast charge is a <br />7 $50,000 install. <br />8 Commissioner Rich referred to page 6, #2 under maintenance regarding maintenance of <br />9 the facilities to industry safety standards. She asked if those safety standards are in existence <br />10 now. <br />11 Matthew Jackson said he would look to the state for those regulatory standards. He <br />12 said his company is responsible for making sure the inspectors are happy. <br />13 Jeff Thompson said his staff treats these as electric appliance and efforts are being <br />14 made to modify the code to understand the future of these things. <br />15 Chair Jacobs suggested educating staff and the public about the parking in these <br />16 spaces. <br />17 <br />18 A motion was made by Commissioner Gordon, seconded by Commissioner Pelissier to: <br />19 1) approve a Licensing Agreement and grant the associated Easements to Brightfields <br />20 Transportation Services, LLC for electric vehicle "DC Fast Charger" fueling station <br />21 construction and operations at The Justice Facility parking lot in Hillsborough, NC and <br />22 the Skills Development Center parking lot in Chapel Hill, NC; <br />23 2) authorize the Chair to sign all necessary documents upon final review of the County <br />24 Attorney. <br />25 <br />26 VOTE: UNANIMOUS <br />27 <br />28 d. Morinaga America Foods Temporary Office Lease — Link Government <br />29 Services Center, Lower Level <br />30 The Board considered approving a 12 month lease with Morinaga America Foods for <br />31 temporary office space in the Link Government Services Center at 200 South Cameron Street, <br />32 Hillsborough; authorizing the Chair to sign all necessary documents upon final review of the <br />33 County Attorney. <br />34 Jeff Thompson said this is a short term lease in under -used space in Link Government <br />35 Services Center. He said the Morinaga team will occupy the space for a possible 12 months as <br />36 the manufacturing facility is finished out. He said the target date is May 1, but this may be <br />37 pushed to June 1. He reviewed slides with images of the facility and he noted that the terms of <br />38 the lease are included in the packet. He said the 12 month lease cost is about $8,076, and this <br />39 includes utilities and controlled access. <br />40 Commissioner Dorosin asked if this will prevent the Board from using this space for <br />41 meetings. <br />42 Jeff Thompson said no. He said secure space will still be available for meetings. <br />43 Commissioner Gordon said it is her understanding that this does not set a precedent for <br />44 future uses of the space. <br />45 John Roberts said it does not create a precedent. He said economic development is <br />46 one area where the County still has broad authority.
