21 <br />1 Commissioner Rich said this has been an unfortunate conversation from the beginning, <br />2 and she has never felt more cornered as an elected official. She said the willingness to listen to <br />3 people and then go back and discuss it in a work session was helpful; however, she does not <br />4 feel that she is having the conversation she wanted. <br />5 Commissioner Rich said she would like to know about finances, and she feels it is <br />6 important to protect the relationship with their partners. She said all of the partners agreed on <br />7 roll carts, and she does not want to delay this, as the people in the towns want them. She said <br />8 the amount in the landfill reserve does allow for creative use of those funds. She wants to know <br />9 all of the legal options that are available. <br />10 Commissioner Price said she agrees with Commissioner Dorosin, and she would like to <br />11 see more information on the legal options. She thinks there should be more people at the table <br />12 as this decision is made, including elected officials from the towns and home owners who will <br />13 be affected. <br />14 Chair Jacobs directed Michael Talbert to page 2 of the abstract, which outlines the key <br />15 elements as outlined by the Board. He read these items and said these are still the basic <br />16 parameters. He said the Board still has questions about funding, fairness and equity, and the <br />17 operational efficiency of the program. <br />18 <br />19 A motion was made by Commissioner Pelissier to commit to provide recycling to the <br />20 households in the proposed tax districts and to give roll carts to those that want it. <br />21 <br />22 No second. <br />23 Motion fails. <br />24 <br />25 Chair Jacobs said he hopes the County will keep moving forward to develop a program <br />26 that will bring closure to this by the 2014/2015 fiscal year. <br />27 <br />28 <br />29 b. DC Fast Charger Electric Vehicle Station Licensing Agreement with <br />30 Brightfield <br />31 Transportation Solutions <br />32 The Board considered approving a Licensing Agreement and associated Easements <br />33 granted to Brightfield Transportation Solutions for electric vehicle "DC Fast Charger" fueling <br />34 station construction and operations at The Justice Facility parking lot in Hillsborough, NC and <br />35 the Skills Development Center parking lot in Chapel Hill, NC; authorizing the Chair to sign all <br />36 necessary documents upon final review of the County Attorney. <br />37 <br />38 Jeff Thompson said the County received an $85,000 grant from the Department of <br />39 Energy in 2011 through the Carolina Blue Skies Initiative.
