13 <br />1 A motion was made by Commissioner Pelissier, seconded by Commissioner Rich to <br />2 approve the legislative agenda packet with the two additional items. <br />3 <br />4 VOTE: Ayes, 6; Nays, 1 (Commissioner Dorosin) <br />5 <br />6 Chair Jacobs said the Board now needs to decide on 3 to 5 priorities to move forward <br />7 for discussion with their legislative delegation. <br />8 Commissioner Pelissier suggested #5 -Smart Start and More at Four. <br />9 Commissioner Dorosin argued for highlighting the most progressive elements of the list <br />10 as follows: <br />11 • #5 Smart Start and More at Four <br />12 • #3 Broadband <br />13 • # 8 Authority to Amend the Orange County Civil Rights Ordinance <br />14 • # 13 Homestead Exemption <br />15 • #16 Concealed Weapons in Parks <br />16 <br />17 Commissioner Gordon suggested #11 - Land, Water and Agricultural Preservation <br />18 Funding /Conservation. <br />19 Commissioner McKee suggested #2 — Oppose any shift of State Transportation <br />20 responsibilities to counties. <br />21 Commissioner Price agreed with Commissioner Dorosin. She said the NCACC will <br />22 already be doggedly after item #2. <br />23 Commissioner McKee said item #2 has an unmatched financial impact. He said this <br />24 item would affect every aspect of Orange County, as the additional responsibilities will pull <br />25 money from other projects. <br />26 Commissioner Gordon said some of the most progressive items don't have a chance to <br />27 pass, and she feels there needs to be a balance between making a statement and putting <br />28 forward items that have a chance of passing. <br />29 Commissioner Price asked if the Board is presenting the whole package to the <br />30 delegation and then discussing 5 in detail. She would like to let the delegation know which of <br />31 these are important. <br />32 Chair Jacobs said there is no magic number. He is comfortable with the all of the 7 that <br />33 have been identified. He said the Board will discuss those 7 items and any others as time <br />34 allows. He said this will allow everyone to have some stake in the discussion. <br />35 <br />36 A motion was made by Commissioner Gordon seconded by Commissioner Price to: <br />37 1) Conduct a public hearing on Orange County's potential legislative items for the 2014 North <br />38 Carolina General Assembly Session; <br />39 2) Close the public hearing and review and discuss the Legislative Issues Work <br />40 Group's (LIWG) proposed 2014 legislative package and any other potential items for inclusion <br />41 in Orange County's legislative agenda package for the2014 North Carolina General Assembly <br />42 Session (two additional items) <br />43 3) Approve the proposed legislative matters resolution on Statewide Issues; and <br />44 4) Consider identifying three to five specific items from the entire package to highlight for <br />45 priority discussion at the April 28, 2014 meeting with Orange County's legislative delegation: <br />46 • #5 - Smart Start and More at Four <br />47 <br />48 • #3 Broadband, <br />49 <br />50 • # 8 Authority to Amend the Orange County Civil Rights Ordinance <br />
