Attachment 3 <br /> Scope of Provider Professional Environmental Services <br /> Within portions of the Economic Development <br /> and Commercial Industrial Transition Activity Nodes. <br /> Scope of Provider Services: The Scope of Provider Services would include but <br /> not be limited to the following areas of work: wetland determinations, preliminary <br /> threatened and endangered species determination, preliminary cultural resources <br /> inquiry, wetland delineations, agency verifications, and stream/wetland <br /> permitting/consulting. The Provider is required to highlight their expertise and <br /> experience in these areas, and shall be capable of providing the following specific <br /> services: <br /> 1. Wetland Determinations - Review the appropriate available literature (USGS <br /> Topographic Maps, Soil Surveys, Federal Emergency Management Agency-Flood <br /> Insurance Rate Maps and U.S. Fish and Wildlife National Wetland Inventory Maps) <br /> to determine if streams, ponds and wetlands could be present. Perform a <br /> reconnaissance to confirm the information obtained during the literature review. <br /> Present the results of the stream/wetland determination in a letter report that <br /> includes a preliminary map depicting the approximate locations of surface waters <br /> and wetlands (if present). <br /> 2. Preliminary Threatened and Endangered Species Determination - The Provider will <br /> need to review the U.S. Fish and Wildlife Service (USFWS) Database to obtain <br /> information regarding federally protected threatened and endangered species that <br /> could be located on the site or immediately adjacent properties. The consultant will <br /> complete a site visit, prepare a letter report commenting on potential habitats and <br /> submit the information to the USFWS for concurrence. Concurrence and/or <br /> comments from the USFWS can take up to thirty days or more from date of <br /> submittal. The Provider will summarize the findings in a letter report. If it is <br /> necessary to conduct a detailed study, the Provider must be able to complete the <br /> detailed study as additional services (may be subcontracted to individuals with the <br /> necessary credentials). A detailed study (if necessary) is dependent on the results <br /> of the preliminary determination and costs associated with such are outside of the <br /> scope of services of this agreement. <br /> 3. Preliminary Cultural Resources Inquiry -The Provider will need to submit necessary <br /> site information to the State Historic Preservation Office (SHPO) for review and <br /> comment about potential historic properties/structures and/or archaeological <br /> remains on the site and/or adjacent properties. The SHPO review of the project can <br /> take up to thirty or more days from date of submittal. The Provider will summarize <br /> the findings in a letter report. If it is necessary to conduct a detailed study, the <br /> Provider must be able to complete the detailed study as additional services (may be <br /> subcontracted to individuals with the necessary credentials). A detailed study (if <br /> necessary) is dependent on the results on the preliminary inquiry and costs <br /> associated with such are outside of the scope of services of this agreement. <br />
