30 <br />13. It is the desire of the parties that this Memorandum of Understanding not require re- <br />execution each fiscal year. This Memorandum of Understanding shall be binding <br />upon the parties for term beginning July 1, 2006 and continue in full force and <br />effective until amended or terminated by the parties as set forth herein, based upon <br />Federal and State policy. No funds are committed under this agreement. <br />14. This Agreement may be modified or amended at any time by DSS or ESC in whole or <br />in part with the consent of the parties hereto, <br />IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be executed <br />in their name by their duly authorized officers, their seals to be hereto affixed the day and <br />year first above written. <br />ATTEST: <br />Pamela Rich, Manager <br />Employment Security Commission <br />Nancy Coston, Director <br />Orange County Department of Social Services <br />This MOU does not create an obligation to purchase and, therefore, has not been <br />preaudited. <br />
