11 <br />Binks Solar Project Narrative <br />Sunlight Partners respectfully submits the following as supporting documentation for the affirmation <br />that the Binks Solar meets the requirements for approval of a Special Use within the Rural Buffer zoning <br />district and that the project complies with the following standards <br />(1) The use will maintain or promote the public health, safety and general welfare, if located where <br />proposed and developed and operated according to the plan as submitted, <br />The Binks Solar Project will maintain the public health, safety and general welfare if located where <br />proposed and developed and operated according to the plan submitted The following addresses how the <br />project will not adversely affect health, safety, and general welfare <br />Public Safety- The Binks Solar facility will not adversely affect public safety The solar facility is an <br />unmanned, infrequently visited project site. As such, the project will not increase the existing demand on <br />public safety agencies (police and fire departments) The project site will be enclosed with a fence, <br />preventing access to the general public. Attachment is a ground mounted solar question and answer <br />guide developed jointly by the Massachusetts Department of Energy Resources, Massachusetts <br />Department of Environmental Protection and the Massachusetts Clean Energy Center The attached <br />guide addresses public safety concerns such as Hazardous Materials, Electric and Magnetic Fields (EMF), <br />and Noise <br />Noise- According to the Orange County noise ordinance "A Resolution and Ordinance to Provide for the <br />Control of Noise in Orange County" amended February f, 1988, Sound Levels dB(a) by Receiving Land <br />generally cannot exceed 60 dB(a) during the daytime and 50 dB(a) during the nighttime The Binks Solar <br />Project proposes to use Advanced Energy Soloron 500 inverters.
