14 <br />b Solid Waste- The solar facility does not generate any solid waste during normal operation. <br />Service crews will access the site periodically to perform routine grounds keeping. Any solid <br />waste collected during grounds keeping will be disposed of off -site in appropriate solid waste <br />facilities <br />c Water- The Binks Solar project does not consume water during normal operation Water will <br />be used semi - annually to clean the solar panels Water for panel cleaning will be obtained <br />off -site from an appropriate water company <br />(2) Method and adequacy of police, fire and rescue squad protection <br />a Police- The Binks Solar project is an unmanned solar facility The project site will be fenced to <br />prevent public access Because the site will not increase the general population of the <br />county, the project will not increase demand on existing law- enforcement agencies <br />b Fire and Rescue- The project site will be accessed from Cascade Drive The perimeter allows <br />vehicle access to the entire site, with two Interior North /South access corridors All rows of <br />panels are unobstructed and provide two points of entry As such, the design of the project <br />site provides adequate access for fire and rescue protection The project site will not require <br />additional fire and rescue personnel <br />(3) Method and adequacy of vehicular access to the site and traffic conditions around the site <br />The Binks Solar facility will be accessed from Cascade Drive Because the site will not be frequently <br />accessed, Cascade Drive will provide adequate access to the site and Cascade Drive's traffic conditions <br />will not be adversely impacted The frequency and nature of site access is described below. <br />The Binks Solar project is an unmanned facility, with no regular employees located on -site A <br />maintenance /service crew will be on -site for limited periods of time to service the equipment, clean the <br />PV panels, and to ensure that on -site vegetation is kept at appropriate levels Routine maintenance <br />generally will occur on a bi- monthly basis <br />
