Harvey, Planner III (919) 245 -2597 <br />Patrick Mallett, Planner II (919) 245 -2577 <br />Craig Benedict, Director (919) 245 -2575 <br />PURPOSE: To hold a quasi-judicial public hearing and receive comment on a Class A Special Use <br />Permit application in accordance with Section 2.7 Special Use Permits and Section 5.9.6 (C) Solar <br />Array - Public Utility of the Orange County Unified Development Ordinance (UDO). <br />A quasi-judicial hearing means that testimony is sworn and evidence must be competent and <br />substantial. Hearsay or unsubstantiated opinions are not sufficient testimony. Board members are <br />also prohibited from engaging in conversations with anyone on the merits of project outside of the <br />public hearing process. Such conversations, commonly referred to as `ex -parte communications' are <br />prohibited. <br />BACKGROUND: On December 20, 2013 staff received an application proposing the development <br />of a solar array on 2 parcels of property totaling approximately 50 acres in area owned by Shelia <br />Bishop, Michael Bishop, and Annie Nunn. <br />The basic facts of the application are as follows: <br />Applicants: Sunlight Partners LLC, <br />Shelia Bishop, Michael Bishop, and Annie Nunn <br />Owners: Shelia Bishop, Michael Bishop, and Annie Nunn <br />Agent(s)- Sunlight Partners <br />4215 East McDowell Road <br />Suite 212 <br />Mesa, AZ 85215 <br />
