Development PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Bid Results; Work Specifications Tara L. Fikes, 245-2490 <br />PURPOSE: To award three housing rehabilitation contracts for the CDBG Housing <br />Rehabilitation Program administered by the County for the Town of Chapel Hill. <br />BACKGROUND: The Housing and Community Development Department solicited bids .from <br />qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation <br />Program for the general repair portion of the work specifications. Bids were also solicited from <br />lead based paint abatement contractors for items containing lead based paint as required by <br />federal regulation. <br />The informal bidding process is governed by the North Carolina General Statues §143-131 and <br />does not require a minimum number of bids. Additionally, present program procedures provide <br />that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally, <br />all contractors participating in the County's Rehabilitation Program are required to utilize current <br />deconstruction and material recycling methods during the repair process. <br />Sealed bids were solicited from participating contractors on August 24, 2006 and August 31, <br />2006 with a bid opening on September 7, 2006 with three bids received for 500 Gomains Street. <br />For the 314 Lindsay Street property, sealed bids were solicited on September 13,.2006 with a <br />bid opening on September 28, 2006 for the rehab portion of the work specifications. Bids for the <br />lead portion were solicited on September 26, 2006 with a bid opening of October 4, 2006. Bid <br />results are attached. <br />FINANCIAL IMPACT: The Town of Chapel Hill CDBG Program provides grant funding for this <br />repair project. <br />RECOMMENDATION(S): The Manager recommends that the Board award the following <br />housing rehabilitation contracts: <br />Dwelling Unit Bid Amount Contractor <br />500 Gomains Street, Chapel Hill $30,380 Triple J Construction Co. <br />314 Lindsay Street, Chapel Hill $43,510 William Long Construction Co. <br />$13,541 Eastern Environmental <br />
