Davis, Jr., 919 - 245 -2488 Assistance Policy Procurement Policy Disbursement Policy PURPOSE: To adopt the Assistance, Procurement and Disbursement Policies for the 2014 Single Family Housing Rehabilitation Program funded by the N.C. Housing Finance Agency. BACKGROUND: In March 2014 the County received a notice of award for the 2014 Single - Family Rehabilitation Loan Pool (SFRLP14). The County executed the Funding Agreement in April 2014 for the award in the amount of One Hundred Seventy Thousand Dollars ($170,000) to provide housing rehabilitation services for up to three (3) qualifying units. One requirement of this program is the completion of the Post Approval Documentation and the return of this documentation to the N.C. Housing Finance Agency by May 30, 2014. Documentation includes the adoption of the Assistance Policy, Procurement Policy and Disbursement Policy by the Board of County Commissioners. These policies outline the details of the bid solicitation and payment processes. All referenced policies have been drafted and are attached for review and approval. FINANCIAL IMPACT: This $170,000 award represents additional funding available in the community for the repair of substandard housing. RECOMMENDATION(S): The Manager recommends that the Board adopt the Assistance Policy, Procurement Policy and Disbursement Policy for the 2014 Single Family Rehabilitation Program funded by the N.C. Housing Finance Agency and authorize the Chair to sign the Assistance Policy.
