Culpepper said the comprehensive plan identified future focus areas where change <br />is likely in the future. She said one of these areas is along Martin Luther King Boulevard. She <br />reviewed the map of this area. She said the area was split into sections, and one of these <br />areas was identified for form and use. She said the town council appointed a steering <br />committee to develop a small area plan. She said the steering committee met for about a year, <br />beginning in December of 2012 and developed a small area plan with help from staff and <br />community members. <br />Commissioner Rich asked if any developers have come forward with proposed projects <br />now that the plan has been adopted. <br />J.B. Culpepper said there are no active applications yet. She said there is a pre - <br />application step in the process, and the town council and the public will be alerted when there is <br />a concept plan. <br />Commissioner Rich said this was spurred by the corner property that had a concept <br />plan. <br />Council Member Ward said this was put on hold because UNC is not doing Carolina <br />North, and the Airport is still active. <br />Council Member Storrow said this plan was passed unanimously by the Town Council <br />and had a lot of public participation. He said the council and the development community wants <br />to be thoughtful about all of the development conversations happening around town. <br />Mayor Kleinschmidt said this is a not a form based zone. He said this is just a vision for <br />how development might occur in the coming years. <br />Chair Jacobs asked if this started out with a concept plan. <br />J.B. Culpepper said the steering committee worked together to develop the land use <br />recommendations and transportation improvement recommendations. <br />Chair Jacobs asked much direction was involved. <br />J.B. Culpepper said there were plans and scenarios that were provided for reaction <br />following community input. <br />Council Member Ward said basically it was a blank slate. <br />Commissioner Gordon said this area fits into the town's traditional development process. <br />She asked how the town decides on the different development processes such as form based <br />code or development agreement. <br />Mayor Kleinschmidt said different areas have different pressures and different <br />characteristics that make use of different tools if they are more appropriate. He said the <br />Central West area is pretty raw and needs a more intense vision. <br />
