N.C. (following the Joint Planning Meeting at 7:OOpm) <br />13 COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Mark <br />14 Dorosin, Alice M. Gordon, Earl McKee, Bernadette Pelissier, Renee Price and Penny Rich <br />15 COUNTY COMMISSIONERS ABSENT: <br />16 COUNTY ATTORNEYS PRESENT: Annette Moore <br />17 COUNTY STAFF PRESENT: Interim County Manager Michael Talbert, Assistant County <br />18 Managers Cheryl Young and Clerk to the Board Donna Baker (All other staff members will be <br />19 identified appropriately below) <br />20 CHAPEL HILL TOWN COUNCIL MEMBERS PRESENT: Mayor Mark Kleinschmidt, Donna <br />21 Bell, George Cianciolo, Sally Greene, Ed Harrison, Maria Palmer, Lee Storrow and Jim Ward <br />22 CHAPEL HILLTOWN COUNCIL MEMBERS ABSENT: Matt Czajkowski <br />23 CHAPEL HILL STAFF PRESENT: Town Manager Roger Stancil <br />24 <br />25 Welcome and Opening Remarks (Mayor Mark Kleinschmidt and Chair Barry Jacobs) <br />26 Mayor Kleinschmidt said many items are on tonight's agenda to help bring the Board of <br />27 County Commissioners up to date on some development, review and planning processes within <br />28 the Town of Chapel Hill. <br />29 <br />30 1. Ephesus Road Development Project <br />31 Roger Stancil said the town would like to brief everyone on the design to re- develop and <br />32 transform this challenged suburban commercial area into a vibrant urban walkable area. He <br />33 said this area has been plagued with traffic congestion issues and storm water problems. He <br />34 said the town would like to share this plan and then to invite the County's investment in this tax <br />35 increment financing project. He said the request will be for the County to contribute a portion of <br />36 the tax revenue gained from this project to help support the public improvements in the area. <br />37 He reviewed a series of PowerPoint slides of maps and drawings of the Ephesus <br />38 Fordham area. <br />39 Roger Stancil said the idea of the project is based on a re- zoning that would foster the <br />40 re- development of this commercial area, and that re- development would produce the tax <br />41 revenue to fund the public improvements that the community has been struggling to fund. He <br />42 said this plan is based on the three tenets of the Chapel Hill 2020 plan, which are connections, <br />43 choices, and community. He said the community survey showed that the two biggest issues of <br />44 concern are the congestion on 15 -501 and the lack of available shopping in the area. He said <br />45 this is intended to create a walkable, connected district. <br />46 <br />47 Dwight Bassett, Economic Development Officer gave a general outline of the project <br />48 using PowerPoint maps and drawings. He said the town council adopted a goal in February <br />49 2010 of completing a small area plan for this district in hopes of realizing some economic <br />50 development opportunities. He said this was followed by a 7 month planning process. He <br />
