Article 2• Procedures 16 <br />Section 2 4 Zoning Compliance Permits <br />not be issued until the aforementioned permit has been issued by the responsibl oard <br />in accordance with the review and approval procedures detailed herein <br />(B) Iss nce of a Special Use or Conditional Use Permit does not negate t requirement for <br />a Zoni Compliance Permit <br />(C) Issuance o Zoning Compliance Permit does not establish a v ted right to begin and <br />complete cons ction or change the use /occupancy of a lot r building should <br />regulations chang ubsequent to issuance of said per <br />(D) Application for Zoning mpliance Permit shall spe y the method of disposal of trees, <br />limbs, stumps and constru on debris associat with the permitted activity Open <br />burning of trees, limbs, stump , and /or cons ction debris associated with the permitted <br />activity is expressly prohibited <br />(E) No building, structure, or zoning lot hick a Zoning Compliance Permit has been <br />issued shall be used or occupie ntil the ilding Inspector has, after final inspection, <br />issued a Certificate of Occup cy indicating c pliance with all the provisions of this <br />Ordinance <br />(F) No building, structur , or zoning lot for which a Zoning ompliance Permit has been <br />issued shall be d or occupied until the Orange County ealth Department has <br />approved the ater supply and sewage disposal systems se �ng that use <br />XZoning f a Certificate of Occupancy by the Building Official or approval of a water <br />sup sewage disposal system by the Health Department shall i o case be <br />s waiving any provision of this Ordinance <br />mpliance Permits shall become null and void af ter 18 months from date of <br />a building permit is not applied for or land disturbing activities are not <br />commenced in accordance with the provisions of this Ordinance <br />2.4.3 Plot Plan Specifications <br />(A) For development types requiring a plot plan rather than a site plan, the plot plan shall <br />contain the following <br />(1) A scaled drawing denoting the length of all property lines, <br />(2) A north arrow denoting the orientation of the lot and all proposed structures, <br />(3) The location of all existing structures, driveways, and areas of impervious <br />surface', <br />(4) The location of the proposed structure(s) and distances from all property lines, <br />(5) The location of the proposed driveway, <br />(6) The location of the proposed septic system and proposed drain lines on the <br />property, <br />(7) The location of the proposed well, and <br />(8) The location of any protected features on the property (i e stream buffers, flood <br />plain, wetlands, etc) -, and <br />(9) The location and dimensions of proposed parking areas <br />' Staff recommends adding this language to the requirements for a plot plan This section seems to have been <br />written only with new construction in mind However, denoting the location of these items has always been asked <br />by staff or else impervious surface could not be calculated for a lot Additionally, some structure types are <br />required by the building code to be a certain distance from other structures so without the information on the plot <br />plan, it would be impossible for staff to determine compliance. <br />Orange County, North Carolina — Unified Development Ordinance Page 2 -8 <br />
