15 <br />Attachment 2 <br />Amendment Package for "Agricultural Support Enterprises" Outside of the Rural Buffer <br />Notes <br />The pages that follow contain the amendments necessary to the Unified Development <br />Ordinance (UDO) text and Comprehensive Plan text to adopt changes related to "Agricultural <br />Support Enterprises," as it is applicable outside of the Rural Buffer land use classification The <br />changes are consistent with the general program that has been in development since 2001 A <br />separate text amendment is available for Agricultural Support Enterprises (ASE) within the Rural <br />Buffer The text amendments are being proposed separately because an amendment is <br />necessary to the Joint Planning Area Land Use Plan and Agreement in order to apply the ASE <br />program within the Rural Buffer land use classification The required amendment is anticipated <br />to occur during 2014 but County staff thought it would be prudent to separate the Rural Buffer <br />information from the remainder of the county since the Rural Buffer portion is expected to be on <br />a longer timeframe of review <br />The purpose of the ASE project is to augment allowable uses farmers throughout Orange <br />County's planning jurisdiction can pursue in order to generate additional farm - related income <br />and to potentially allow farming support /related uses in rural areas while minimizing any adverse <br />impacts on adjoining property by applying special standards for specific uses and the <br />development requirements in the County's UDO for all projects By better enabling farmers to <br />stay in the business of farming, the rural, farming heritage of Orange County will continue to be <br />preserved <br />Proposed additions /changes to existing text are depicted in red, text in red is unchanged from <br />text presented at the February 24, 2014 quarterly public hearing Text in blue was presented at <br />the quarterly public hearing as proposed changes to the originally proposed language Text in <br />green are changes proposed after the quarterly public hearing to correct errors, clarify intent (in <br />response to questions asked at the public hearing), or to address issues of legal sufficiency <br />raised by the County Attorney's office at the public hearing Some of the proposed changes <br />utilize footnotes to provide a brief explanation as to rationale Users are reminded that these <br />excerpts are part of a much larger document (the UDO) that regulates land use and <br />development in Orange County The full UDO is available online <br />at http / /orangecountync gov /planning /Ordinances asp <br />Please note that the page numbers in this amendment packet may or may not necessarily <br />correspond to the page numbers in the adopted UDO because adding text may shift all of the <br />text /sections downward. <br />Some text on the following pages has a large "X" through it to denote that these sections are not <br />part of the amendments under consideration The text is shown only because in the full UDO it <br />is on the same page as text proposed for amendment Text with a large "X" is not proposed for <br />deletion, proposed deletions are shown in strikethr 'hT text <br />
