Would it be possible to hold a referendum on the service district tax? <br />The Board of Commissioners could voluntarily conduct a referendum on whether to establish a <br />service district tax; however, the results of such a referendum would not be binding. <br />56. Would a resident have the option of requesting monthly pickup service under either the service <br />district or opt -out (subscription) option? <br />Customized service schedules would not be offered under either service option. While it's <br />certainly physically possible to vary collection frequency per household it is not a practical <br />approach to residential collection as the cost per customer compared to the cost of varying the <br />service is too high to be financially practical. Collection routing would also become complicated <br />by having the collector maintain awareness of the varying service frequency among hundreds of <br />residences along a given route. <br />57. Would creation of the service district tax actually increase production of recyclables over what <br />we're doing now or over the opt -out (subscription) option? <br />There is no evidence that funding the rural curbside program through creation of a service <br />district tax would necessarily increase the quantity of recyclables generated as compared with <br />the previous annual fee. There is considerable evidence and experience within North Carolina <br />that opt -out (subscription fee for service) funded programs generate considerably less <br />recyclables (and participation) than non - subscription type curbside recycling programs. <br />58. Is the 61% our waste reduction goal or the percentage of program participation we wish to <br />achieve? <br />Orange County, along with the Towns of Carrboro, Chapel Hill and Hillsborough, has adopted a <br />goal of 61% waste reduction of the quantity of originating from Orange County that was <br />landfilled as compared to the base year of 1991/92. The governments have not established <br />program participation goals. <br />59. Will recycling rate decline if curbside is eliminated in the rural area, because convenience <br />centers are so successful and can compensate for the elimination? <br />There is little evidence available in North Carolina with regard to the impact on the quantity of <br />recyclables recovered when rural curbside programs are eliminated in locations where a <br />network of convenience centers are available. It is the county's professional staff opinion that <br />all currently participating unincorporated area curbside residents would not shift their recycling <br />to convenience centers and that a net reduction in the quantity of recyclables recovered from <br />this action. <br />60. Can the Rural 3 -11 Fee be reinstated? <br />The County Manager recommended, and the Board of County Commissioners agreed, that the <br />County cease assessing the Urban, Rural and Multi- family recycling fees beginning with the <br />Fiscal 2013/14 Annual Budget. <br />13 <br />
