MN <br />Recommended Implementation Plan: <br />1. December 10, 2013 — Board Approves the concept of a Rural Curbside Recycling <br />Subscription Service <br />A. Estimated Cost to provide the service to 13,700 households currently receiving rural <br />curbside recycling services is $630,000. <br />B. Customers opting out of the Rural Curbside Recycling Subscription Service are <br />estimated to be 20 %, which would leave a remaining customer base of 11,000. An <br />annual subscription rate of $58.00 is estimated to fund the households projected to <br />receive rural curbside recycling services. <br />2. January 23, 2014 — Board approve the purchase of 2 new recycling trucks, up to 11,000 <br />roll carts, and a budget amendment to fund one half of the first year's operations. New <br />trucks and roll carts will be placed in service as soon as the trucks are available to be <br />placed in service but no later than January 1, 2015. <br />3. No later than March 1, 2014, letters would be sent to the 13,700 households currently <br />receiving rural curbside recycling services, describing the new subscription service and <br />the first year's cost of the new service. Existing customers will be given the option of <br />canceling the service by written notice to Solid Waste within 45 days. <br />4. July 2014 — The first annual billing for rural curbside recycling subscription service, $29 <br />for 6 months of service from January 1, 2015 through June 30, 2015. <br />5. January 1, 2015 — After new trucks and roll carts are in service, Solid Waste will begin <br />pursuing new customers in rural Orange County. <br />6. Rural curbside recycling subscription service will be evaluated as part of the Fiscal <br />2015/2016 Budget. <br />
