35 <br />estimated an implementation process of six months to complete the conversion to roll <br />carts, including the bidding of the collection service and possible installation of a new <br />service provider, and to execute a comprehensive community education and outreach <br />program. A draft letter of intent is attached to move urban curbside recycling forward, <br />including the purchase of roll carts, while an Interlocal Agreement is crafted. <br />• The multi - family recycling collection service is proposed to be provided at the existing <br />rate of $19 /year /household with services provided by County staff and equipment. <br />• Each Town will apply for the state roll cart grants that could total up to $214,000 of the <br />expected $1,043,000 cart purchase expense. The County will assist the Towns with the <br />grant applications, but the Towns will be the applicants for their respective grants A <br />procedure will be developed to allow the County to purchase the carts using any grant <br />proceeds and County funds. The County will own, distribute, and maintain the roll carts <br />for the Towns. <br />• The County Attorney will draft the interim agreement in cooperation with each Town <br />Attorney and each Manager to approve prior to holiday break. <br />• The County and the Towns will proceed to finalize a new Interlocal Agreement (staff <br />outline attached) as soon as possible in early 2014. <br />The Chapel Hill Town Council conducted a work session on November 6, 2014 to discuss the <br />recycling proposals received in response to its Request for Proposals for Recycling and <br />Request for Proposals for Development of a Transfer Station. A power point of the presentation <br />to the Town Council is attached. <br />County and Town Managers is eager to solve the urban curbside recycling issue and to more <br />forward again with county wide recycling and waste reduction programs and services. <br />FINANCIAL IMPACT: Full financial impact of a new comprehensive Interlocal Agreement is not <br />clear at this time and will depend on final decisions of the various Boards involved. The roll <br />carts are expected to cost approximately $1,043,250, minus about $214,000 in municipal roll <br />cart grants, plus debt service paid over 60 months. The cost of a newly bid weekly collection <br />service is estimated at about $682,000 annually. The estimated annual fee for weekly curbside <br />recycling per household is about $60 (or $5 /month). The Multi- family program is estimated at <br />this time to remain at about $19 /year /unit (or $1.58 /month). The estimated annual fee for bi- <br />weekly curbside recycling per household is about $50 (or $4.17 /month). <br />RECOMMENDATION(S): The Manager recommends that the Board authorize: <br />1. The Manager to execute the attached Letter of Intent with the Towns of Chapel Hill, <br />Carrboro and Hillsborough when approved by the Towns; <br />2. The County Attorney, working with the Town Attorneys, to prepare an interim agreement <br />that would allow the County to proceed to expedite implementation of the roll carts and <br />new collection service for the Urban Curbside Program with the objective being full <br />implementation by July 1, 2014 and authorize the Manager to execute the agreement; <br />and <br />3. The Manager to award the bid for the roll carts not to exceed $1,100,000. <br />
