Attachment 5 <br />ORANGE COUNTY SOLID WASTE ADVISORY BOARD <br />Preserve Orange County's Integrated Recycling Program Resolution <br />WHEREAS, the Board of Orange County Commissioners and staff have determined that <br />portions of the present 3 -R Fee, which serve to finance some services associated with <br />recycling in Orange County may not be authorized under present state legislation; and <br />WHEREAS, the SWAB finds that a primary goal for Orange County is to maintain the <br />high level of recycling services afforded the residents of Orange County and maximize <br />the volumes of material diverted from landfilling towards achieving the County's stated <br />61 percent diversion goal; and <br />WHEREAS, this goal cannot be achieved, nor can the current rate of diversion be <br />maintained, let alone increased, with a franchise subscription -based recycling program; <br />and <br />WHEREAS, the present solid waste system is a system that is highly integrated among <br />the county and the towns of Chapel Hill, Carrboro, and Hillsborough. <br />Now, therefore be it RESOLVED by the Orange County Solid Waste Advisory Board <br />that the Board of Orange County Commissioners make every reasonable attempt to <br />achieve a financing option that preserves the present integrated recycling system and <br />associated solid waste disposal systems among all of the jurisdictions in Orange County, <br />and to particularly consider the option of a creating a single solid waste collection and <br />disposal district (in accord with NC GS § 153A- 301(a)(5)) as the mechanism to continue <br />financing this effort. <br />Be it further RESOLVED that the Solid Waste Advisory Board recommends revisions to <br />the existing Interlocal Agreement that would consider a District Interlocal Agreement for <br />Solid Waste that would preserve the interests of, and continuity for, all of the <br />participating jurisdictions while maintaining the administrative, operational, and fiscal <br />leadership of Orange County for recycling operations. <br />This the/t'�t'dayWApriV, 013. <br />r SassdnaKChftir <br />lid WgAe Advisory Board <br />^ A �#.AA� 4. <br />Remus Smith, Hillsborough <br />F2111 <br />
