11 <br />Finally, while the other options outlined may work to some extent they do extend significant <br />inequities and /or provide for a less `cost/service' focused approach to the issue and do not <br />pursue actions that address solid waste management as a priority. In Orange County it is <br />commendable that the County has the highest recycling rate in the State. There has been less <br />significance placed a comprehensive approach to solid waste management practices. <br />Outside of the Towns (which have assumed a role in solid waste collection), the County has <br />focused on solid waste disposal (landfill operations) and recycling services. Both these roles <br />are important environmental services. However, the landfill is closing June 30th, 2013; curbside <br />recycling services must be funded via a different approach than the `R Fees'; and no organized <br />approach exists for solid waste disposal in the unincorporated areas of the County except for <br />county operated convenience centers (which may ultimately be deemed a sufficient solution). <br />The recommendations above depart significantly from the County's historic approach to the <br />issues of solid waste and recycling. They offer a more comprehensive and sustainable <br />approach going forward. The Board of Commissioners has the prerogative to select from <br />any of the other available options and they can expect County Staff will do its best to <br />implement any decision made within parameters so established. <br />
