Attachment 4 <br />Home Occupations Report and Site Plan Examples <br />Prepared by Orange County Planning Staff <br />March 19, 2014 <br />Introduction <br />At the July 10, 2013 Planning Board meeting, the Planning Board and Planning Director initiated a text <br />amendment to the Unified Development Ordinance (UDO) to modify existing language relating to the <br />regulation of home occupations within the county. Since then, staff has been working directly with the <br />Planning Board to review and revise existing home occupation standards contained in the UDO. <br />The purpose of pursuing an amendment to existing standards is to allow for the expansion of home <br />based businesses in the county. While working with the Planning Board, staff strived to develop <br />regulations that would create a reasonable balance between supporting the expansion of home based <br />businesses and protecting the character and enjoyment of residential neighborhoods. Since the <br />proposed standards would have the greatest effects on the residential districts in which home <br />occupations are located, it was important to remember the primarily residential purpose and function of <br />these districts. <br />Strive to create a reasonable balance between supporting home based businesses <br />and protecting the character and enjoyment of residential neighborhoods <br />* Proposed uses exceeding home occupation regulations may apply for a <br />conditional use permit or relocate to a commercial zoning district. <br />31 <br />
