FY 2014 -2015 Action Plan <br />Narrative Responses <br />Executive Summary <br />Program Year 5 Action Plan Executive Summary: <br />In an effort to streamline several programs, the U.S. Department of Housing and <br />Urban Development now requires all jurisdictions that receive federal Community <br />Development Block Grant (CDBG) funds, federal HOME Program funds, Emergency <br />Shelter Grants (ESG) and grants for Housing Opportunities for People with AIDS <br />(HOPWA) to submit a Consolidated Plan for Housing and Community Development <br />Programs. <br />The Town of Chapel Hill receives federal Community Development Block Grant <br />funding each year and the Orange County HOME Consortium receives HOME funding <br />each year. Since the Town of Chapel Hill is a member of the Orange County HOME <br />Consortium, the County is permitted to submit one plan that details the housing <br />needs and activities of the entire County including Chapel Hill. <br />The Consolidated Plan not only serves as an application for each of the programs, <br />but also seeks to further the statutory goals of these programs through a <br />collaborative process whereby a community establishes a unified vision of housing <br />and community development actions to address identified housing needs. <br />Prior to beginning to develop the 2014 -2015 Annual Action Plan, public forums were <br />held to receive citizen feedback regarding the housing and community development <br />needs and proposed activities that should be included in the Plan. Public Forums <br />were held by the Chapel Hill Town Council on February 24 and May 12, 2014 to <br />receive citizen comments regarding housing needs and the proposed use of <br />$422,152 in CDBG funds in Chapel Hill and $333,418 in HOME funds that the Orange <br />County HOME Consortium expects to receive for Fiscal Year (FY) 2014 -2015. The <br />Orange County Board of County Commissioners held a public hearing on February 4, <br />2014 regarding housing needs and the proposed use of the $333,418 in HOME funds. <br />(It should be noted that the Consortium was later notified that a total of $351,540 in <br />HOME funds would be available in the next fiscal year, thus planning proceeded <br />based on the actual amount.)
