57 <br />Non - homeless Special Needs (91.220 (c) and (e)) <br />Please also refer to the Non - homeless Special Needs Table in the Needs.xls workbook. <br />1 . Describe the priorities and specific objectives the jurisdiction hopes to achieve for <br />the period covered by the Action Plan. <br />Orange County HOME Consortium Response: <br />Orange County has identified two priority needs related to non - homeless populations <br />with special needs. Each priority is outlined below along with the strategies <br />proposed to meet the needs and the output indicators expected. <br />Goal 3 - Provide Housina and Services for Populations with Special Needs <br />Rio* a i - Senke- enrid7ed transifional housing for persons with spedd needs <br />Strategies: <br />- Prormte and make public service funds available to homeless agencies that operate <br />emergency shelters <br />- Partner with other funding agencies to encourage the developrrent of transitional housing <br />(SRO's, group homes) that is service - enriched <br />- Continue to strengthen partnerships with the local Continuumof Care <br />- Provide property acquisition funding to eligible nonprofits and for- profits to develop <br />transitional housing <br />Output Indicators: <br />- Development of housing for 4 families with developmental disabilities <br />Rio* a2 - Continuum of senAces for spedal populatoons including older adults, disabled, â–ºrentally ill, persons with <br />AIDS and at -risk youth <br />Strategies: <br />- Promote and make public service funds available to agencies that serve identified special <br />populations <br />- Partner with other funding agencies to encourage the developrrent of transitional housing <br />(SRO's, group homes) that is service - enriched <br />- Continue to strengthen partnerships with local service providers <br />- Support applications for federal supportive housing funds <br />- Provide property acquisition funding to eligible non- profits and for- profits to develop <br />pern anent housing for those with special needs <br />Output Indicators: <br />- Career and employment programs funded <br />2. Describe how Federal, State, and local public and private sector resources that <br />are reasonably expected to be available will be used to address identified needs <br />for the period covered by this Action Plan. <br />Orange County HOME Consortium Response: <br />The Consortium expects to utilize the following funding sources during the next year to <br />address the non - homeless special needs identified: <br />FY 2014 -2015 Action Plan 52 <br />
