42 <br />a. Describe the planned use of the ADDI funds. <br />b. Describe the PJ's plan for conducting targeted outreach to residents and <br />tenants of public housing and manufactured housing and to other families <br />assisted by public housing agencies, for the purposes of ensuring that the <br />ADDI funds are used to provide down payment assistance for such <br />residents, tenants, and families. <br />c. Describe the actions to be taken to ensure the suitability of families <br />receiving ADDI funds to undertake and maintain homeownership, such as <br />provision of housing counseling to homebuyers. <br />Orange County HOME Consortium Response: <br />The Consortium will not receive ADDI funds; this question is not applicable. <br />5. Describe the policy and procedures the PJ will follow to affirmatively market <br />housing containing five or more HOME - assisted units. <br />Orange County HOME Consortium Response: <br />The County of Orange has adopted the following HOME Affirmative Marketing Policy <br />for use in the Orange County HOME Program in accordance with 24 CFR 92.351. The <br />policy applies to all rental and homebuyer projects containing five or more HOME - <br />assisted units. <br />1. Methods for informing the public, owners, investors and potential <br />tenants about fair housing law and affirmative marketing policy. <br />a. Application or proposal packets for HOME projects will include a fair housing <br />brochure and language that discrimination in housing is prohibited. A copy of <br />the County's Civil Rights Ordinance (that includes Fair Housing) and the <br />Affirmative Marketing Policy will be available upon request. <br />b. All newspaper advertisements and brochures used to publicize the HOME <br />program and solicit participation from the public will display the Equal Housing <br />Opportunity logo. In addition, an Equal Housing Opportunity Poster is on display <br />in the Housing and Community Development office and discrimination complaint <br />forms are made available to the public. <br />2. Requirements and practices that owners must follow to comply with <br />affirmative marketing. <br />Any method used by an owner to advertise a unit for sale or rent must indicate <br />the owner's adherence to fair housing practices. This could be demonstrated by <br />using the Equal Housing Opportunity logo or phrase. <br />3. Procedures to be used to inform and solicit applications from persons in <br />the housing market area that are not likely to apply. <br />a. The Housing, Human Rights and Community Development Department will <br />conduct outreach to very low income and minority neighborhoods. Flyers and <br />brochures will be distributed to community centers and community based non- <br />profit organizations. Applications will periodically be taken at sites within the <br />neighborhoods to give homeowners with transportation difficulties the <br />opportunity to apply for HOME assistance.
