32 <br />5. Janie Alston supported the allocation of Community Development Block funds to <br />Habitat for Humanity to be used for the A Brush With Kindness program. <br />6. Mary Jean Seyda, the Chief Operations Officer for CASA, shared that CASH is a member <br />of the Orange County Partnership to End Homelessness. CASAwould use the <br />Community Development funds for affordable rental housing that supportsvery low <br />income individualswith disabilities and veterans. The 2013 -2014 Community <br />Development funds provided by the Town allowed CASAto keep their units open. 9ie <br />encouraged the dedication of money for affordable housing. <br />7. Fbbert Dowling, the Executive Director for the Community Home Trust, stated that <br />there isa need for a local source of money for affordable housing. He said that the <br />Community Home Trust has 220 homes. The Community Home Trust has requested <br />$50,000 of Community Development and HOM Efunds for the Homebuyer Assistance <br />Program. The organization has also requested $100,000 in HOM Efunds for the <br />Waterstone development in Hillsborough and $18,000 in HOMEfundsfor operating <br />costs. <br />8. Delores Bailey, the Executive Director of EmPOVVERnent, Inc., requested $10,000 of <br />Community Development funds for the Career Explorers program which services youth <br />from the ages of 16 to 21. <br />Provide a summary of efforts made to broaden public participation in the <br />development of the consolidated plan, including outreach to minorities and non - <br />English speaking persons, as well as persons with disabilities. <br />Orange County HOME Consortium Response: <br />The public hearings were held in central locations in the County that are accessible to <br />public transportation lines. All facilities were ADA accessible and a Spanish <br />interpreter was available upon request. <br />Public Notices were published in local newspapers and online on the County and <br />Towns' websites, which included the location and time of the public hearing. <br />The FY 2014 -2015 Annual Action Plan was available for public review and comment. <br />Provide a written explanation of comments not accepted and the reasons why <br />these comments were not accepted. <br />Orange County HOME Consortium Response: <br />All comments were received, none were rejected. As such, all public comments <br />received were incorporated into the Annual Plan Update as appropriate. <br />FY 2014 -2015 Action Plan 27 <br />
