Identify the lead agency, entity, and agencies responsible for administering programs covered by the consolidated plan. Orange County HOME Consortium Response: The Orange County Consortium is made up of several local government entities. These entities have various responsibilities for administering programs and activities through a variety of departments as described below. Orange County is responsible for administration of the Section 8 program for the County, the CDBG Small Cities program and serves as the lead agency for the Orange County HOME Consortium. The Town of Chapel Hill is the administrator of the Town's CDBG entitlement program. The Town also conducts long -range planning and policy design for housing development and implements the Town's Inclusionary Zoning and affordable housing program. The Town of Carrboro administers the Carrboro CDBG Small Cities program and the planning department is responsible for planning and policy design for housing development. The Town also has a successful revolving loan fund for small businesses. The Town of Hillsborough is responsible for planning and policy development for the Town. FY 2014 -2015 Action Plan 23
