14 <br />Recommended Plan <br />The Chapel Hill Town Council approved the following activities for the 2014 -2015 <br />Community Development Program: <br />1. Town of Chapel Hill — Renovation of Public Housing: $120,000 <br />The Council allocated $120,000 to perform comprehensive renovations at 12 of the <br />30 apartments at the Oakwood public housing neighborhood. Renovation work on <br />the apartments at the Oakwood neighborhood would include replacement of tubs; <br />lavatories, sinks, shower pan and head; abatement of asbestos; installation of <br />ceramic tile floors in baths; replacement of existing outlets with GFI outlets; upgrade <br />of electrical services; replacement of water and sewer lines; installation of new <br />washer and dryer hook -ups; replacement of wall and base cabinets and countertops <br />to include new range hoods and sinks; installation of new furnaces including air <br />conditioning and water heaters; and replacement of interior and exterior doors; and <br />site improvements. <br />This project would serve households earning less than 30% of the area median <br />income. <br />2. Community Home Trust — Homebuver Assistance Program: $25,000 <br />The Council allocated $25,000 to the Community Home Trust for its Homebuyer <br />Assistance Program. Funds would be provided as a grant to the Community Home <br />Trust to reduce the sale price of homes for its homebuyers in the South Grove and <br />Burch Kove developments in Chapel Hill. <br />This project would serve households earning between 60% and 80% of the area <br />median income. <br />3. Town of Chapel Hill — Northside and Pine Knolls Community Plan <br />Implementation: $52,033 <br />The Council allocated Community Development funds to support initiatives identified <br />in the Northside and Pine Knolls Community Plan. Funds would be dedicated to grant <br />compliance and the increased enforcement efforts in the Northside and Pine Knolls <br />neighborhoods and other neighborhoods around the University. Funds would also be <br />dedicated to education and outreach efforts in the Northside and Pine Knolls <br />neighborhoods. <br />Funds would be used to pay a portion of the salaries of: the zoning enforcement <br />officer and administrative clerk in the Inspections Department; and a senior planner <br />position, and the Administrative Coordinator position in the Planning Department to <br />assist with enforcement and grant compliance. It should be noted that additional <br />staff resources for enforcement are a priority identified by the Northside and Pine <br />Knolls Community Plan. <br />FY 2014 -2015 Action Plan 9 <br />
