12 <br />TOWN OF CHAPEL HI LL CDBG PROGRAM <br />The citizen comments received at the Town of Chapel Hill's public forums held on <br />February 24 and May 12, 2014, and applications received for funding are <br />summarized below. All agencies that requested funding were required to submit an <br />application. <br />In order for the agencies' activities to be eligible for Community Development Block <br />Grant funding, the activities must meet one of three National Objectives: <br />Benefit low- and moderate - income persons; or <br />Aid in the prevention or elimination of slums and blight; or <br />Treat urgent needs posing an immediate threat to public health and <br />welfare. <br />SUMMARY OF COMMUNITY COMMENTS FROM PUBLIC FORUMS <br />Comments from the February 24 and May 12, 2014, Chapel Hill Town Council <br />Public Forum <br />1. Will goeight, a representative of the Chapel Hill- Carrboro Y's Afterschool Outreach <br />Program, shared that the program is overseen by an outreach counselor, serves 12 <br />youth, and provides one -to -one tutoring. <br />Staff Comment: The recommended Community Development Ran indudes$15,000 to support <br />the YMCA's Afterschool Outreach Program. <br />2. Susan Levy, the Executive Director of Habitat for Humanity, requested $130,000 in <br />Community Development funding for use in the Northside and Pine Knolls <br />neighborhoods. Habitat for Humanity has requested $55,000 to purchase a lot on Craig <br />Street which is owned by Self -Help; this lot would be used for homeownership. Habitat <br />for Humanity is also requesting $75,000 for the A Brush With Kindness program; Habitat <br />has completed sixA Brush With Kindness homes in Northside and one in Pine Knolls. <br />3. Kathy Atwater supported the allocation of Community Development Block funds to <br />Habitat for Humanity to be used for the A Brush With Kindness program. <br />4. Aaron Bachenheimer supported the allocation of Community Development Block funds <br />to Habitat for Humanity to be used for the A Brush With Kindness program. <br />5. Janie Alston supported the allocation of Community Development Block funds to Habitat <br />for Humanity to be used for the A Brush With Kindness program. <br />Staff Comment: The recommended Community Development Ran includes $55,000 for the lot <br />purchase and $25,000 to support the A Brush With Kindness program. <br />6. Mary Jean Seyda, the Chief Operations Officer for CASH, shared that CAS4 is a member of <br />the Orange County Partnership to End Homelessness. CAS4would use the Community <br />Development fundsfor affordable rental housingthat supportsvery low income <br />individualswith disabilitiesand veterans.
