6 <br /> 1 WHEREAS, in the United States rape is the most costly crime to its survivors, totaling $127 <br /> 2 billion a year considering factors such as medical cost, lost earnings, pain, suffering, and lost <br /> 3 quality of life (U.S. Department of Justice, 1996); and <br /> 4 <br /> 5 WHEREAS, in the United States 1 in 3 women and 1 in 4 men have experienced some form of <br /> 6 sexual or physical violence committed by an intimate partner (Centers for Disease Control and <br /> 7 Prevention, 2010); and <br /> 8 <br /> 9 WHEREAS, there are more than 15,000 sex offenders registered as living in North Carolina <br /> 10 (Department of Justice, 2014); and <br /> 11 <br /> 12 WHEREAS, victim-blaming continues to be an enormous problem in instances of rape and <br /> 13 sexual assault; and <br /> 14 <br /> 15 WHEREAS, the Orange County Rape Crisis Center, a non-profit agency that has served this <br /> 16 community since 1974, is working to stop sexual violence and its impact through support, <br /> 17 education, and advocacy; <br /> 18 <br /> 19 NOW, THEREFORE BE IT RESOLVED that we, the Orange County Board of Commissioners, <br /> 20 do hereby proclaim the month of April 2014 as "SEXUAL ASSAULT AWARENESS MONTH" <br /> 21 and encourage all residents to speak out against sexual violence and to support their local <br /> 22 community's efforts to prevent and respond to these appalling crimes. <br /> 23 <br /> 24 This, the 1 st day of April 2014. <br /> 25 <br /> 26 A motion was made by Commissioner Gordon, seconded by Commissioner Pelissier to <br /> 27 approve the proclamation recognizing April as Sexual Assault Awareness Month in Orange <br /> 28 County and authorize the Chair to sign. <br /> 29 <br /> 30 VOTE: UNANIMOUS <br /> 31 <br /> 32 5. Public Hearings <br /> 33 <br /> 34 a. Solid Waste Service Tax District— Public Hearing <br /> 35 The Board conducted the second of two public hearings, pursuant to North Carolina <br /> 36 General Statutes 153A-302, to receive comments with regard to the proposed establishment of <br /> 37 a Solid Waste Service Tax District in unincorporated Orange County. <br /> 38 <br /> 39 Gayle Wilson presented the background information outlined in the abstract. He said in <br /> 40 2004 the Board of Commissioners approved a new method of funding for the every other week <br /> 41 curbside/roadside recycling collection program for about 13,000 residences in unincorporated <br /> 42 Orange County. At that time the Board adopted a fee to fund the program, called a rural 3-R <br /> 43 Fee, that all eligible residences were billed annually on their tax bills. The fee was assessed to <br /> 44 all eligible for the service, regardless of whether or how often a resident used the service. <br /> 45 In 2012 the County Manager and the County Attorney advised the Board that they had <br /> 46 concerns regarding the statutory justification for assessing this fee and recommended that the <br /> 47 Board eliminate the fee and consider other ways to fund that program. The 2012 tax bill was the <br /> 48 last time the fee was assessed. The fee was $38/year. In 2013 the Board provided an interim <br /> 49 funding for the program from landfill reserves. <br />
