Gordon, Earl McKee Bernadette Pelissier, Renee Price and Penny Rich <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEY PRESENT: James Bryan (Staff Attorney) <br />COUNTY STAFF PRESENT: Interim County Manager Michael Talbert and Deputy Clerk to the <br />Board David Hunt (All other staff members will be identified appropriately below) <br />PLANNING BOARD MEMBERS PRESENT: Planning Board members Maxecine Mitchell, <br />Johnny Randall, Paul Guthrie, Herman Staats, Tony Blake, and H.T. "Buddy" Hartley <br />PLANNING BOARD MEMBERS ABSENT: Chair Pete Hallenbeck, Lisa Stuckey, Andrea <br />Rohrbacher and James Lea <br />Chair Jacobs called the meeting to order at 7:03 pm. He reviewed the following items at <br />the members' places: <br />- Booklet/Blue Sheets /Cream Sheets /PowerPoint — Item C -1 — Class A Special Use <br />Permit <br />- Letter — Item C -3 - Unified Development Ordinance (UDO) Text Amendment <br />A. OPENING REMARKS FROM THE CHAIRS <br />B. PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />C. PUBLIC HEARING ITEMS <br />Planning Board Member Buddy Hartley introduced this item. <br />1. Class A Special Use Permit - To review a Class A Special Use Permit application <br />seeking to develop a solar array /public utility station on two parcels of property, totaling <br />approximately 52 acres in area, off of Redman Road between the railway and Interstate <br />85/40 in Cheeks Township. <br />Buddy Hartley: An item involving a special use permit is a quasi - judicial setting, so <br />approval or denial of such permits are based on sworn testimony and evidence from individuals <br />who are speaking before the Board. So, we will ask that all individuals that wish to speak on <br />this be sworn to before the clerk. <br />Those who were speaking to this item were then sworn in. <br />
