Harvey, Planner III, 245 -2597 <br />Craig Benedict, Director, 245 -2592 <br />PURPOSE: To receive the Planning Board recommendation, close the public hearing, and make a <br />decision on a Class A Special Use Permit (hereafter `SUP') application submitted by Strata Solar and <br />Stout Farms LLC proposing the development of a solar array in accordance with Section 2.7 Special <br />Use Permits and Section 5.9.6 (C) Solar Array - Public Utility of the Orange County Unified <br />Development Ordinance (UDO). <br />The reconvening of this hearing is solely to receive the Planning Board recommendation and <br />any additional written evidence submitted since the February 24, 2014 Quarterly Public Hearing. <br />This hearing is not intended to solicit additional input from the public or the applicant. While the <br />BOCC may ask staff questions related to the review of a given item, comments from the public <br />or the applicant shall not be solicited. <br />As a reminder the review of this item is carried out in a quasi-judicial format. Decisions relating <br />to the approval or denial of SUP applications are based solely on the sworn testimony of all <br />parties involved with the case, both those for and against, as well as the review of competent <br />material and substantial evidence submitted during the public hearing. Hearsay or <br />unsubstantiated opinions are not sufficient testimony. <br />
