Special Recognition for the Carol Woods Retirement Community <br /> The Board recognized the Carol Woods Retirement community for its continuing <br /> financial contribution to Orange County. <br /> Financial Services Director Clarence Grier said that Carol Woods is a non-profit <br /> retirement community located in Chapel Hill. Since FY 2002-03, Carol Woods has been <br /> exempt from paying property taxes, but it has continued to make a contribution to Orange <br /> County's general fund for the budgetary needs. The contribution has been $1.9 million over <br /> the past nine fiscal years. <br /> Pat Sprigg thanked the County for the recognition. <br /> b. The Week of the Young Child Proclamation <br /> The Board considered a proclamation designating April 22-28, 2012 as The Week of <br /> the Young Child and authorizing the Chair to sign. <br /> Margaret Samuels, Executive Director of Partnership of Young Children, read the <br /> proclamation: <br /> PROCLAMATION <br /> THE WEEK OF THE YOUNG CHILD <br /> April 22-28, 2012 <br /> WHEREAS, the Orange County Partnership for Young Children and other local organizations <br /> are celebrating April 22-28, 2012 as The Week of the Young Child in concert with the national <br /> theme of `Early Years are Learning Years'; and <br /> WHEREAS, these organizations are working to improve early learning opportunities which are <br /> crucial to the growth and development of young children and to building better futures for <br /> everyone; and <br /> WHEREAS, making sure children are ready to learn is a community endeavor that involves <br /> parents, child care providers, policy makers, businesses, congregations and community <br /> agencies; and <br /> WHEREAS, early care and education is a viable economic development strategy that nurtures <br /> the beginning of the talent pipeline workforce based on research that confirms that children <br /> with early learning success are more likely to finish school, more likely to attend college, and <br /> more likely to be employed; and <br /> WHEREAS, high-quality early care is critical to Orange County successfully supporting the <br /> current workforce, and specifically a majority of families with young children, that relies on child <br /> care to work, to reduce employee absenteeism and turnover, and to support the school <br /> readiness of our youngest children; and <br />
