1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 15, 2014 <br /> Action Agenda <br /> Item No. 7-a <br /> SUBJECT: Bid Award — Orange County MSW Landfill Closure <br /> DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Certified Bid Tabulation <br /> 2) Construction Agreement Gayle Wilson, (919) 968-2885 <br /> 3) General Conditions David Cannell, (919) 245-2651 <br /> Michael Talbert, (919) 245-2153 <br /> PURPOSE: To consider: <br /> • Awarding the general construction bid to and approve a construction agreement with T&K <br /> Construction, LLC of Vinemont, AL in the amount of $3,432,142 for the construction <br /> associated with the closure of the Orange County Municipal Solid Waste (MSW) Landfill; <br /> • Authorizing the Chair to sign the general construction agreement on behalf of the Board <br /> of County Commissioners, subject to the final review by the County Attorney; and <br /> • Authorizing the Manager to execute individual change orders within the limits of the <br /> Manager's authority ($250,000) up to the extent of the project budget. <br /> BACKGROUND: The BOCC approved proceeding with the final closure of the Orange County <br /> MSW Landfill as part of the Fiscal Year 2013/2014 budget process. This phase of the <br /> construction project will include installing the final capping liner system to officially close out the <br /> south MSW landfill unit. <br /> The BOCC authorized the cessation of accepting MSW waste at the landfill located off of <br /> Eubanks Road in Chapel Hill. The last day that MSW waste was accepted at the landfill was <br /> June 29, 2013. Shortly after waste was no longer accepted, County Solid Waste staff began the <br /> regulatory required process of closing the landfill by installing the intermediate soil cover layer <br /> over the landfill and by grading the top of the landfill to meet slope requirements. <br /> Formal bidding of the project for the capping system to be installed was original anticipated to <br /> occur prior to last day of waste acceptance so that construction of the cap could begin in July <br /> 2013. In anticipation of the June 2013 closure, Solid Waste Staff with the assistance of the <br /> project engineering consultant, HRD Engineering, Inc. of the Carolinas, submitted a permit <br /> modification to NC Department of Environment and Natural Resources (DENR) in January of <br /> 2012 for approval of the closure plans.
