31 <br /> 1 Amend plans and regulations as necessary in order to establish two new zoning overlay <br /> 2 districts. <br /> 3 <br /> 4 Comprehensive Plan Text Amendment (chart) <br /> 5 <br /> 6 What is a zoning overlay district? <br /> 7 • Regulatory tools that create a special zoning district, placed over the existing base <br /> 8 zones, which identifies special provisions in addition to, or in lieu of, those in the <br /> 9 underlying base zone. <br /> 10 • Purpose is to guide development within the specified area. <br /> 11 • Overlay district regulations can be more restrictive or less restrictive than the regulations <br /> 12 that apply to the underlying base zones. <br /> 13 <br /> 14 Zoning Atlas Amendment (map) <br /> 15 <br /> 16 Future Land Use Map (Map) <br /> 17 Relationship to Existing Efland-Cheeks Overlay District (map) <br /> 18 <br /> 19 UDO Text Amendments <br /> 20 • Amendments to several sections necessary to implement the new zoning overlay <br /> 21 districts <br /> 22 • Intent of the new districts: <br /> 23 - Allow for a more urban style of development in the Efland Interstate Overlay District <br /> 24 - Allow for an urban village style of development in the Efland Village Overlay District <br /> 25 <br /> 26 Why Necessary? <br /> 27 • Different development regulations necessary in order to reflect the reality of smaller <br /> 28 sized lots (both existing and anticipated) served by water and sewer. <br /> 29 • Encourage high quality growth in an area of the county proposed for additional growth <br /> 30 while protecting existing development and community character. <br /> 31 • Ensure good planning practices related to site design, transportation, and architecture <br /> 32 are achieved. <br /> 33 <br /> 34 General Information <br /> 35 • Many of the proposed changes in the amendment packet contain footnotes explaining <br /> 36 the reason/rationale for the proposed change. <br /> 37 • Website contains more information <br /> 38 - Questions and Answers <br /> 39 - Synopsis of Proposed New Regulations and/or Differences from Existing Regulations <br /> 40 - (Orange County, Planning Department, "Current Interest Projects") <br /> 41 <br /> 42 Exceptions and Existing Uses <br /> 43 • Single-family detached residences (both existing and new) are not subject to the <br /> 44 requirements of the overlay districts. <br /> 45 • Other existing land uses are not required to come into conformance with the new <br /> 46 regulations so long as the property continues to be used as it is currently being used. <br /> 47 • The requirements of the Major Transportation Corridor (MTC) Overlay District are not <br /> 48 being altered. <br /> 49 <br />
