D°°G~ <br />ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS <br />A RESOLUTION PROVIDING COMMENTS TO THE DURHAM-CHAPEL HILL- <br />CARRBORO TRANSPORTATION ADVISORY COMMITTEE REGARDING THE <br />DRAFT 2007 -2013 TRANSPORTATION IMPROVEMENT PROGRAM <br />WHEREAS, Orange County, as a member of the DCHC MPO, has participated <br />in the development of the Durham-Chapel Hill- Carrboro (DCHC) Metropolitan Priority <br />List for the 2007 -2013 State Transportation Improvement Program (STIP); and <br />WHEREAS, the North Carolina Department of Transportation has released the <br />Draft 2007 -2013 STIP for public comment; and <br />5 <br />WHEREAS, the DCHC MPO Transportation Advisory Committee (TAC) is <br />charged with the development of the Metropolitan Transportation Improvement Program <br />(MTIP) consistent with the STIP, and has released the draft MTIP for public comment; <br />and <br />WHEREAS, the Board of County Commissioners has reviewed the draft 2007- <br />2013DCHC Metropolitan Transportation Improvement Program; <br />NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of <br />Commissioners that the Orange County submits the following comments to the DCHC <br />Transportation Advisory Committee to be considered in the development of the final <br />2007 -2013 DCHC Metropolitan Transportation Improvement Program: <br />Orange County acknowledges that cuts in appropriated federal transportation funds <br />to North Carolina coupled with the rapid increase in construction costs necessitate <br />some delays; however, the Board notes that the Draft 2007-2013 TIP delays most <br />Orange County projects that are funded in the current 2006-2012 TIP. <br />2. TIP Project E-4980, a pedestrian bridge on Orange Grove Road (SR 1006) over <br />I-40, continues to be the County's number one priority. Orange County requests that <br />the NCDOT proceed without delay to execute a feasibility study for this project. <br />3. Phase TIP Project I-0305, I-85 -widen to six lanes and reconstruct interchanges and <br />structures from I-40 at Hillsborough to Durham County: Program in phases, with <br />Phase A being reconstruction of the interchanges followed by widening in Phase B.. <br />• Use the funding programmed for right-of-way acquisition in FY 10 and FY 12 for <br />right-of-way acquisition needed for the interchanges. <br />• Orange County would also like to know the status of the environmental study for <br />this project, and be consulted during the study as well as during the design <br />process as stated in comments previously submitted by Orange County. <br />4. Correct the funding split for TIP Project C-4932. The project funds for C-4932 come <br />from Congestion Mitigation and Air Quality (CMAQ) funding apportioned to the <br />G:Cti,~nr:pprl:at(nn~T'IP'~lUUT-13'D:;3ttS'lli~'~Cornn~ents'Dr.~titafl~~rta;unaicm K)'it0~i.~icr. <br />
