Changes Between the 2006-2012 TIP and <br />Draft 2007-201.3 TIP <br />6 Orange County Priority List for 2007-2013 TIP <br />PURPOSE: To consider resolutions providing comments regarding the Draft 2007 - 2013State <br />Transportation Improvement Program (STIP). There are two resolutions:. one to the North <br />Carolina Department of Transportation (NCDOT) and one to the Transportation Advisory <br />Committee (TAC) of the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization <br />(DCHC MPO). <br />BACKGROUND: The North Carolina Board of Transportation (BOT) released.the Draft STIP <br />September 6, 2006, for public comment. The STIP, which is updated every two years, is a <br />seven-year program that schedules and funds transportation improvements in North Carolina. <br />The Transportation Improvement Program (TIP) for areas within a Metropolitan Planning <br />Organization (MPO) must be approved by the MPO and the Governor (the Secretary of <br />Transportation is the Governor's representative in this case) and the Metropolitan TIP must be <br />consistent with the STIP for the first four years of the funding period. The TIP for all other areas <br />is approved by the NC Department of Transportation (Board of Transportation). <br />The Transportation Advisory Committee (TAC) of the Durham-Chapel Hill-Carrboro (DCHC) <br />MPO, at its meeting on September 13, 2006, released the local supplement of the STIP as the <br />Draft Metropolitan TIP (MTIP) for public comment. The TAC will hold a public hearing at its <br />regular meeting on October 11, 2006, to receive comments on the Draft MTIP. The public <br />review period for the MTIP will end October 18, 2006. <br />The TAC plans to adopt the 2007-2013 MTIP in December 2006, after TAC members and staff <br />have had aone-on-one discussion with the BOT members for Divisions 5 and 7 regarding <br />
