45 <br /> Chair Jacobs said maybe this can be analyzed when there is more staff support <br /> available, to see if Orange County can help out more financially. <br /> PUBLIC COMMENT: <br /> Marshall Morris said, being a disabled veteran, he was unaware of this mode of <br /> transportation. He asked if there is a schedule posted for this transportation entity so he can <br /> share it with other veterans, especially amputees. He asked if the transportation is handicap <br /> and wheelchair accessible. <br /> Craig Benedict said there is information available. He said he would provide phone <br /> numbers for door to door service with handicap accessibility. He said there is a circulator route <br /> and a 420 bus to take people down to UNC Hospitals. <br /> He said information is available on the website, through the Planning and Inspections <br /> Department and Orange Public Transportation. <br /> A motion was made by Commissioner Rich, seconded by Commissioner McKee to <br /> close the public hearing. <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner Gordon, seconded by Commissioner McKee to <br /> approve the annual FY 2013/2014 ROAP grant application and certified statement and <br /> authorize the Chair and Interim County Manager to sign. <br /> VOTE: UNANIMOUS <br /> 7. Regular Agenda <br /> The Board considered approving revisions to the current Orange County Animal Control <br /> Ordinance to make it a Unified Animal Control Ordinance. <br /> Chair Jacobs said he has asked staff to track some of the language changes that are <br /> made as this goes along. He said if a good stopping point cannot be reached tonight, this will <br /> be moved to the next meeting. He noted that there are some grammatical and typographical <br /> mistakes to be corrected. <br /> Commissioner Pelissier arrived at 7:44 pm. <br /> Bob Marotto reviewed the following PowerPoint slides: <br /> Unified Animal Control Ordinance <br /> October 1, 2013 presentation <br /> Background <br /> • Orange County's Animal Control ordinance has not been updated since it was created <br /> in 1987 <br /> • Orange County Animal Services (OCAS) was created as a department in 2004/2005 <br /> — part of the BOCC timeline included updating the ordinance <br /> — ordinance has yet to be updated to reflect the changes involved in the county <br /> integrating sheltering and animal control operations <br />
