Portability and Design Standards <br /> The WCM solution will allow the County to use any HTML publishing tool to create templates. Dreamweaver <br /> must be supported. The County may also use Visual Studio to create templates. The templates will not be in a <br /> proprietary format, and they will not need to contain executable code like ASP, ASPX or JSP files. All content <br /> must be separate from the templates, so that any content published cannot break or alter the look and feel of the <br /> Website. Different templates can be used as needed for any level of the Website. <br /> Establish design standards through the use of CSS, dynamic menu bars, and related methods to ensure the <br /> consistency of page designs in the future and implement a navigation framework that is understandable to users <br /> on all levels. <br /> V. Automatic Formatting for Mobile Devices <br /> The proposed solution will determine the type of device requesting information and serve the information using <br /> mobile templates to accommodate the smaller wireless screens. The web user will also have the option to view <br /> the full site using HTML5 if they are using a mobile device such as a smartphone or tablet. Alternatively, a <br /> dedicated mobile website can be used, but this must be built dynamically by the proposed solution to minimize <br /> the creation and maintenance efforts typically required for a separate mobile Web site. <br /> W. Multiple Domain Support <br /> The WCM solution will support multiple domains and sub domains. The County will be able to assign a domain <br /> or sub domain to any level of the Website, and each domain can optionally use a different template. The <br /> solution will allow for any number of domains and sub domains (i.e. sheriff.orangecountync.gov). The solution <br /> will parse the URL so the appropriate page is displayed. <br /> X. Access <br /> Ensure that website is optimized (download times, screen size, use of plug-ins, etc.) for access by core <br /> constituents in the Orange County area. Vendor must provide average download time per page with 500K <br /> connection prior to selection. <br /> Y. Website Analytics <br /> Provide County staff with the ability to monitor meaningful site use statistics such as unique website visits, <br /> length of visit, and most viewed pages. The proposed solution will include standard reports as well as reports <br /> that can be customized by County staff. If custom reports are not available, County staff will have the ability to <br /> download the web server log files so that they can generate their own reports. <br /> Z. Hosting Environment <br /> Provide an off-site hosting solution that guarantees high availability and features redundant connections from <br /> multiple servers to Tier 1 Internet Service Providers. Details will be required prior to vendor selection. <br /> Enable the County to retain ownership and access to all content and source code as future conditions may <br /> change and necessitate site migration to a new platform and/or service provider. <br /> Provide for routine backup of site and all data content. <br /> Provide security from unauthorized access and immediate response to secure the site and bring back online and <br /> restore site from most recent backup. <br /> Page 5 of 7 <br />
