She said if the Board wants to approve the <br /> agreement with the suggestion that these revisions be handled as technical changes, then that <br /> path can be taken. <br /> Commissioner Pelissier asked if a motion could be made to show intent to support this, <br /> but noting that clarifications and modifications are needed. <br /> Chair Jacobs suggested a motion that: suggests support of the MOU with revisions; <br /> accepts the technical changes by Commissioner Gordon and getting responses to the <br /> concerns of clarity and inclusiveness regarding definitions of a quorum. <br /> A motion was made by Commissioner Pelissier, seconded by Commissioner Rich of <br /> intent to approve, in concept, the MOU with technical revisions; accept the technical changes <br /> as expressed by Commissioner Gordon and ask for responses to the Board's concerns of <br /> clarity and inclusiveness regarding the definitions of a quorum. <br /> Commissioner Price clarified that this is not an approval, and that the Board's concerns <br /> would be sent back to the MPO. <br /> VOTE: UNANIMOUS <br /> 6-j Lands Legacy Action Plan for 2014-17 <br /> The Board considered adoption of the Lands Legacy Action Plan for the three-year <br /> period (July 2014 — June 2017). <br /> Commissioner Rich referred to page 2, bullet 2, and asked if the fact that there are no <br /> more N.C. tax conservation credits would dampen the plan. <br /> Rich Shaw said the longstanding N.C. conservation tax credit has expired by action of <br /> the general assembly. He said this credit is only used by landowners when they donate land <br /> or interest in their property with a conservation easement. He said it may reduce the <br /> opportunities for the County to work with some landowners, as it was an incentive. He said <br /> there are still some federal tax credits available. <br /> Commissioner Rich asked if the Board will be notified of properties that were missed <br /> because of this lack of tax credit. <br /> Rich Shaw said yes. <br /> Commissioner Gordon said the Board is being asked to approve pages 7-14 in the <br /> plan. She referred to the conclusion on page 14, and she read the following: "the first 12 years <br /> of the Lands Legacy Program saw tremendous strides in the protection of priority resource <br /> lands, with 3,077 acres permanently protected (as of December 2013) and several more <br /> projects in the works."
