Mr. Lebeau will present during the meeting to provide an overview of the design to the <br /> Board and answer questions. <br /> Competitive bids from ten (10) firms were opened on March 13, 2014. After a period of review <br /> of the bid documents by County staff and the project designer, Riggs-Harrod Builders, Inc. of <br /> Durham, NC was determined to be the lowest responsive, responsible bidder for this project <br /> (see Attachment 2, "Certified Bid Tabulation"). Attachment 3, "Construction Agreement", is the <br /> document prepared by the County Attorney that will govern the project if and when the Board <br /> authorizes the Chair to sign the Agreement. <br /> Should the Board of County Commissioners award the bid, the projected construction period is <br /> eight (8) months. Depending upon construction progress, management of unforeseen <br /> conditions and the facility commissioning process, the center may be available before the end <br /> of the 2014 calendar year. <br /> Both the Ground Lease with Habitat for Humanity and the Operating Agreement with the <br /> Rogers Eubanks Neighborhood Association have been approved by the Board of County <br /> Commissioners. <br /> FINANCIAL IMPACT: The BOCC has approved $650,000 for this project as part of the <br /> FY2012-13 Capital Investment Plan. Expenditures for this project are as follows: <br /> Construction Materials Testing Services $37500 <br /> Construction $5527488 <br /> Owner Costs — Site, Furniture, Kitchen $337900 <br /> Equipment Cabinet <br /> Owner Costs — Orange Water and Sewer $507103 <br /> Authority Utility Connection Fees <br /> Owner Contingency and Unforeseen Conditions $207000 <br /> Total $650,000 <br /> RECOMMENDATION(S): The Manager recommends the Board: <br /> 1) Award a bid to Riggs-Harrod Builders, Inc. of Durham, North Carolina in the amount of <br /> $552,488 for the construction of the Rogers Eubanks Neighborhood Association <br /> Community Center; <br /> 2) Authorize the Chair to sign the necessary paperwork upon final approval of the County <br /> Attorney; and <br /> 3) Authorize the County Manager to execute change orders for the project up to the project <br /> budget. <br />
